2. 2 Montgomery County – Public Safety Systems Modernization (PSSM) Program PSSM Program’s mandate is to replace the following systems that support the County’s public safety agencies and personnel to protect the lives and ensure the safety of the public: Radio Infrastructure - Negotiations Computer Aided Dispatch (CAD) - Implementation Fire Station Alerting - Negotiations Law Enforcement Records Management System (LE-RMS) Radio replacements – Completed (as part of rebanding, will need to update other users after P25 implementation) Mobile Data Computers (MDCs) - Completed PSSM Program is a multi-departmental/agency and multi-year $110M capital project.

3. 3 State and MCG Collaboration Efforts  Procurements & Contracts Involvement in several State solicitations prior to public release Utilize contracts, pricing, and vendor relationships Attended project kick-offs for Statewide projects (700 Mhz and CAD/RMS)  Sharing Best Practices Project management information sharing Attended the State 700 MHz factory staging for Phase 1A Governor’s first call  Technology discussions and sharing Advanced System Key (ASK) distribution process Involvement and sharing of information on fleet map radio configurations  Participation on various committees PSA, Operations, and Technical

4. 4 Additional and Upcoming Collaboration Efforts  Next Generation 9-1-1 Metropolitan Washington Area Council of Governments (MWCOG) PSAP Director’s committee’s talking points paper released Develop regional solution and implementation plan  FirstNet Active participation Inventory of Montgomery County’s assets  Interoperability efforts CAD2CAD data sharing service via the NCRNet Grant identification and participation  Sharing of radio infrastructure and technology Physical infrastructure (towers, sites, etc.)  MACO, NRC, Region 20, WMATA Increase communication and participation Develop and distribute “standard” politician informational briefings

P25 Radio System Modernization  In the midst of negotiations  Necessitates installing additional towers  Coordinating with other agencies or entities to co-locate facilities  Expect implementation to take 30-36 months  Technologies include FDMA and TDMA  Working with MD State and WMATA on coverage and equipment co-location 5
