3 Scoping Considerations Identify Parcels Survey information Approach penetration information Fee simple vs Easement Parcels listed for acquisition on your ALP – Exhibit “A” NEPA Review CATEX or EA

4 Land Acquisition Services Title Search – Clean Title Property Survey Investigation of Hazardous Materials – “Phase I” Relocation Program Appraisal Review Appraisal – set Fair Market Value “FMV” Offer to Purchase must be in writing, offer FMV, owner allowed at least 30 days for response Negotiations – must be documented Acceptance of Offer – move to closing Condemnation

5 Performing Services Self Perform sponsor employee’s perform services – must be qualified no procurement requirements no GDOT prequalification requirements Consultant Perform must be GDOT prequalified services must be procured based on qualifications non-competitive procedures for contracts less than $10,000

6 Going to Contract Services typically performed in Phase I contract or locally “fronted” Accepted offer, in writing, required to initiate contract Federal and state funds can be provided immediately prior to closing Update Exhibit “A” Property Map
