6 Administrative Arrangement and Infrastructure Prior to the establishment of the Office of Institutional Planning and Assessment (IPA ) office in 2010, structural challenges had hampered comprehensive assessment and planning efforts at the institution Implementation and maintenance responsibilities for planning and assessment are carried out through the University Strategic Planning Council (USPC) and the University Assessment and Improvement Council (UAIC) A uniform six-step assessment and improvement process is in place at the university, requiring campus units to align their strategic plans to the University Strategic Plan 5 Key Performance Indicators (KPIs)
