14. National Address Database Chair/Co-Chair: Tony Spicci, Dan Cotter 2014 Study Topics: Identify compelling use cases demonstrating the value and utility of a National Address Database. Describe the potential relationship between a National Address Database and parcel data & identify opportunities to coordinate. Status: Subcommittee will provide final draft use case paper to NGAC in October 2014 for review/comment. NGAC will consider adoption of final paper at December 2014 NGAC meeting. The NGAC encourages the FGDC to more effectively incorporate address data into the A-16/National Geospatial Data Asset (NGDA) framework. 14

National Address Database The NGAC approved the following resolution: “The NGAC reiterates its strong support for the development of a National Address Database (NAD) and encourages the Census Bureau, the Department of Transportation, and other FGDC agencies to coordinate and collaborate with partners in the development of a business requirements plan for a NAD during FY 2015.” 15

16. Landsat Advisory Group Chair/Co-Chair: Roger Mitchell, Kass Green 2014 Study Topic: Review and update the 2012 LAG paper, “The Value Proposition for Ten Landsat Applications,” refining the list of user applications and enhancing the Landsat value summary. Status: USGS Landsat staff has coordinated with Landsat Advisory Group (LAG) on recent and upcoming program activities. LAG has developed draft paper describing the value proposition of multiple Landsat applications. Paper will be provided to NGAC for final review in October. NGAC will consider adoption of final paper at December 2014 NGAC meeting. 16

17. Education & Workforce Development Chair/Co-Chair: Keith Masback/Gary Thompson 2014 Study Topics: Identify opportunities to leverage recent GIS certification initiatives. Provide input as needed on STEM activities Status: FGDC/NGAC provided input to Department of Labor in July 2014 on next round of revisions to Standard Occupational Classifications (SOCs). Subcommittee will continue to monitor professional certification activities; NGAC members & organizations invited to participate in ongoing coordination of certification activities. Subcommittee identified potential study topics for 2015. 17

18. Geolocation Privacy Chair/Co-Chair: Doug Richardson, Kevin Pomfret 2014 Study Topics: Identify emerging approaches and potential best practices to help address geolocation privacy concerns. Status: Subcommittee reviewed and compiled NGAC observations on recent Administration reports on “Big Data and Privacy” Subcommittee met with OMB privacy staff in August to share NGAC observations on Big Data reports. Subcommittee will work with FGDC staff to develop briefing materials on geospatial privacy issues for the Federal CIO Council’s Privacy Community of Practice (agency Chief Privacy Officers). 18

NGAC Resolution The NGAC approved the following resolution: “The National Geospatial Advisory Committee does hereby acknowledge and recognize the significant contributions of Anne Castle, Assistant Secretary of the Interior for Water and Science, to the advancement of the national geospatial community. In her role as the Chair of the Federal Geographic Data Committee, Ms. Castle has promoted partnerships and transparency through extensive outreach and collaboration with the National Geospatial Advisory Committee and many other stakeholders. The NGAC’s accomplishments over the past several years have been supported and informed by her collaborative spirit and strong leadership of the FGDC. Establishes the Geospatial Platform as the go-to target for unclassified geospatial information as well as addressing many interoperability and standards issues. OGC Standards activities 2014-09-15/19 OGC TC/PC met in Calgary, Alberta, Canada OGC TC should submit the following standards to OGC/TC 211 JAG to discuss and process them through ISO TC211 OGC WCS Extension – POST/XML Protocol Binding [09-148r1] OGC GML 3.2.1 Application Schema – Coverages (GMLCOV) The OWS Context Working Group has a draft GeoJSON Encoding Specification. It solicits comments from the TC on GeoJSON. The OGC Architectural Board (OAB) has agreed to form a JSON DWG and SWG 51

52. OGC Standards activities The OGC Technical Committee approved GML Media Type. It will be submitted to the Internet Assigned Numbers Authority (IANA) for registration in its standards tree. A media type is a standard identifier used on the Internet to indicate the type of data that a file contains. Example: text/html The GeoTIFF Standards WG will bring the GeoTIFF Specification into the OGC process: then, changes can be considered within the OGC process.
