The President’s main responsibility is to carry out the nation’s laws. According to the Constitution: “he shall take care that the laws be faithfully executed.”

The President must carry out the laws he disagrees with, but he also has some discretion in interpreting the laws and how they will be enforced. NO!

In order to exercise the powers granted to him, the President must be able to issue Executive Orders.

Executive Order Executive Order = rule issued by the President that has the force of law These orders are necessary to the functioning of the executive branch. Examples: FDR – Forbid the hoarding of gold during the banking crisis at the beginning of the Depression FDR – Relocation of Japanese Americans during WWII George Bush – Blocked the financing of terrorist organizations after 9/11

In order for a President to be successful, he must be able to appoint loyal, capable workers to key positions. Who: Ambassadors, judges, cabinet members How: Appointments must be approved by the Senate (checks and balances)

Power to remove, at will, any officer the President appointed Inefficiency, neglect of duty, wrongful acts in office Usually upheld by Congress

Proposes laws and programs to Congress Commander in Chief of military Prepares budget for federal government Receives ambassadors Foreign treaties Approves or vetos bills passed by Congress Pardons of people found guilty of federal crimes

Veto = reject a bill and send it back to Congress Pardon = release from punishment
