2. Global Snapshot During last few decades, the world has seen a growing awareness towards the housing needs of the people, though the realization of issues and challenges in low-income affordable housing is a more recent phenomenon. That called for proactive role of the Governments, the various stakeholders of housing and housing finance, and of the multilateral agencies like the World Bank Group, ADB etc. in analyzing affordable housing issue, its challenges and in exploring viable and sustainable answers. In developed countries, particularly in United States and European countries, the mortgage markets, represents more than 50 percent, and in some cases even more than 100 percent, measured in terms of Mortgage Debt to GDP ratios. Even the Latin American countries have made a very visible progress in this field, while in African region, only South Africa stands prominent. Lately of course, but surely, the emerging economies have also started showing deep and wide appetite for mortgage finance.

3. While Asia, excluding China, represents nearly one-fourth of the world population, its share in world poor is almost one out of every two poor in the world. As expected, in Asian countries, the issue of housing backlog, almost all in low-income segment of the population, is quite voluminous alongside challenges of affordability, both on demand side and supply side.
