EMPOWERING PROVINCIAL COMMISSIONS Term of Office of PCs expired in 2002 Minister not able to re-appoint in terms of Boxing Act BSA met with Provinces in November 2002 Distinction between political and admin tracks to ensure continuity of boxing Provincial Commissions become committees of BSA

NATIONAL BODY AND 9 PROVINCIAL COMMISSIONS Ten different bank accounts Inadequate accountability and financial management Duplication of procedures Differing standards among Provinces Licencees not receiving maximum benefit of regulatory body Need for single accounting authority

APPOINTMENT OF SERVICE PROVIDERS Roadshow to licencees throughout country 6 models presented for new dispensation Overwhelming majority view Admin should be consolidated and administered by BSA Provincial Service Providers should be appointed

FISCAL GOVERNANCE & COMPLIANCE Registered as a public entity since Dec 03 Compliance with PFMA Highly qualified audit report in 2003 Policies and procedures are being put in place Finalising debts of former Provincial Commissions Process of financial consolidation almost completed
