Program Evaluation Definition A systematic study that uses measurement and analysis to answer specific questions about how well a program is working to achieve its outcomes and why. Orientation/Approaches to Evaluation Accountability External Audience Learning & Program Improvement Internal/External Audiences Conduct a program evaluation to gain value- added insight: Learn what works well, what does not, and why Learn how a program could be improved Help inform front-end program design Provide performance information for accountability purposes

Measurement and Evaluation Program Evaluation: A systematic study with a definable methodology that uses measurement and analysis to answer specific questions about how well a program is working to achieve its outcomes and why. Performance Measurement: A basic and necessary component of program evaluation that consists of the ongoing monitoring and reporting of program progress, using pre-selected performance measures.

General Evaluation Questions Was the Pilot program collaborative & cooperative? What is the Paint Stewardship Organization and how did the financing mechanism work? Did consumer awareness and/or behavior change? Why? Was the Oregon paint management system environmentally beneficial, economical, and convenient? What are alternative products and markets for post- consumer paint? How is the evaluation useful to the rollout of a national paint management system?
