Public schools often lack information on child's status, history, and needs. Missing information may include: Who holds the child’s educational rights, Where the child last attended school, Who the social worker/attorney is, Special Education needs (suspected or documented disabilities), and/or Restrictions reagrding no contact orders etc.

Schools serve “in loco de parentis”. They are: Required to provide a free and appropriate education in the least restrictive setting (CA Ed Code and Federal Code), Must communicate with the Educational Rights holder, Be aware the unique needs of students in foster care, Are focused on achievement.

Begin with the end in mind. Engagement of all stakeholder groups youth and caregivers Determine the best way to meet competing demands, policies, mandates and restrictions. Shared understanding and interpretation of FERPA, HIPPA and SACWIS: intersections and hurdles. Consideration of: who maintains the database, who owns the data, who owns the intellectual property that is the physical database.
