PLIR Terms of Reference Part 1 3 The Review is expected to deliver the following outcomes: An outcomes-based and accountable management framework Economic, environmental and socially sustainable management arrangements; and Clearly documented and agreed levels of service that meet residents‘ expectations under a sustainable funding arrangement where costs of delivering the recreational and drainage services are recovered.

PLIR Terms of Reference Part 2 Review relevant historical agreements and their legal status today; Review and identify what assets and services should be the sole responsibility of the Precept Rate Payers; Review and identify what percentage of the proposed capital renewal should be the responsibility of Precept Rate Payers; Clarify what regional services Patterson Lakes Residents receive from Melbourne Water ʼ s General Drainage Charge; Clarify the services Patterson Lakes Residents receive from Kingston City Council rates; Explore the most effective delivery method to provide value for money services to Patterson Lakes Tidal Waterways and Quiet Lakes Precept rate payers and the broader community; and Seek expert industry advice on the management of constructed lakes systems and related funding / pricing approaches to inform the recommendations. 4

Review process to date PLIR Members first appointed on 11 September 2012 Issues Paper prepared in October 2012 distributed to stakeholder and residents in Patterson Lakes Submission Period November 2012 -52 written submissions received Public Hearings 11 and 12 December 2012 -11 parties made verbal submissions representing over 600 stakeholders Community Reference Group: -3 meetings -13 members 5
