2 MENON Network www.menon.org Workshop: from Observation to Action, SATW & EENet, Switzerland 11 & 12 Oct. 2004 ICT in/with/for the education & training systems Education & training systems in Europe, trying to cope with the changes, while defending their particularities Whith the “rush” towards the “Info Soc” (see “Lisbon”) E&T is experiencing a “violent push” to change. But is it only because of this (ICT)?

3 MENON Network www.menon.org Workshop: from Observation to Action, SATW & EENet, Switzerland 11 & 12 Oct. 2004 EU Member States have decided to coordinate their policies – whether significant or not – towards “Lisbon” An experience which is showing the lack of capacity for long-term policy making, difficulty to coherently address short-term needs, oscillating between research attitudes and public policy priorities

5 MENON Network www.menon.org Workshop: from Observation to Action, SATW & EENet, Switzerland 11 & 12 Oct. 2004 OBJECTIVE 1 1.1:Improving Education & Training for Teachers & Trainers 1.2:Developing Skills for the Knowledge Society 1.3:Ensuring Access to ICT for Everyone (10)Percentage of Teachers that have been trained in ICT Use in Schools (11)Percentage of Pupils and Students using ICT in their Studies (12)Percentage of Learning Sessions in Teaching and Training Institutions in which ICT is used 1.4:Increasing Recruitment to Scientific & Technical Studies 1.5:Making the best Use of Resources

6 MENON Network www.menon.org Workshop: from Observation to Action, SATW & EENet, Switzerland 11 & 12 Oct. 2004 Brief Report on the work of the Group Case Studies Analysis (Ministries of Education submitting cases of reference mainly from the school sector) “Good Practice” Cases (criteria for the design & implementation of policy and evaluation aspects) “Fresh ideas” like How can ICT enhance emerging education areas (digital literacy, “European education”, etc.), How can ICT improve traditional education objectives, Which aspects considered critical and need attention… [discussion leading to] Set of Recommendations: (1)Embed ICT Policies in long-term education objectives (2)Ensure (new) support services to Education (3)Empower education actors and train for change management (4)Develop Research, Indicators & Access to Results

7 MENON Network www.menon.org Workshop: from Observation to Action, SATW & EENet, Switzerland 11 & 12 Oct. 2004 Meetings from 2001 to 2004 (some 8-10 meetings), coordinated by the DG EAC (EC). More research than policy-oriented discussions Rejection (serious reservation) of the infrastructure/input hw indicators, in the name of more contextualised (qualitative) figures or approaches. Working Group C (ICT Group) was one of the few from the 13 Objectives’ Groups to support the OMC process, which did not submit Indicators or other Benchmarks to The Standing Group on Indicators & Benchmarks (SGIB) is pushing for 1-3 composite indicators. The coordinator of the team is introducing a more sophisticated analysis.

8 MENON Network www.menon.org Workshop: from Observation to Action, SATW & EENet, Switzerland 11 & 12 Oct. 2004 Peer reviewing of policies & projects, adoption of a meta-information framework to support comparative analysis Continues support to research and analysis actors, to sustain systematic observation Adoption of an indicators documentation system (metadata…) Keep separate observation & analysis from policy design & implementation
