TCSG Responsibilities Global patient movement. Joint policy guidance and doctrine. Patient Movement Requirement Centers (PMRCs). Maintain an Automated Information System to support global patient movement: TRAC2ES. USTRANSCOM is the designated Unified Command responsible for both parts of the PATIENT MOVEMENT process—coordinating for lift and regulating the patient to the correct bed or medical capability Joint policy guidance/doctrine was developed and presented to the user community PATIENT MOVEMENT Requirements Centers (PMRCs) as organizational entities were created to manage and streamline PATIENT MOVEMENT coordination USTRANSCOM was tasked to develop an Automated Information System (AIS) to support the global PATIENT MOVEMENT process-- TRAC2ES

5 TRAC2ES MISSION STATEMENT
Combine transportation, logistics and clinical decision support elements into a seamless patient movement information management system which is capable of visualizing, assessing and prioritizing patient movement requirements, assigning proper resources and distributing relevant data to efficiently deliver patients. In other words: Gather requirements, match with available lift and facility capability. All data will be in an electronic format.

7 TRAC2ES Initial Operating Capability - Jul 01.
Primary user interface is web-based. Used by PMRCs, Medical Treatment Facilities (MTF) fixed and deployed and Command and Control (C2) Units. TRAC2ES is an enterprise system consisting of four components: - Web, Mobile, Exercise, and Web Based Training

Patient Movement Requests (PMRs). Mission data (routes, timings, patient loads, etc.). Patient tracking data (itinerary, last reported location, etc.). Facility data (locations, capabilities, contact numbers, etc.). IMT – Information Management Tool

9 System Requirements / Security Features
Recommended browsers: Internet Explorer 7.0 or current version. Security Features Safeguards Sensitive But Unclassified information. Creates a permanent record. Provides an audit trail of all data. TRAC2ES URL:

10 PATIENT MOVEMENT TRAC2ES is not an “Air Force” system; It is a Department of Defense system. USTRANSCOM is the process owner for the management of the patient movement requirements. USTRANSCOM does not own any lift capability. Lift information is submitted into the system. TRAC2ES only tracks patients while they are in the patient movement system. Once they are delivered to final destination, tracking ceases. Does NOT provide In-transit visibility (ITV) of patients while receiving treatment.

11 PATIENT MOVEMENT – CONT.
CASEVAC is the unregulated movement of casualties aboard ships, vehicles, or aircraft. MEDEVAC traditionally refers to Army, Navy, Marine Corps, and Coast Guard PM using pre-designated tactical or logistic aircraft, boats, ships, and other watercraft temporarily equipped and staffed with medical attendants for en route care. AE specifically refers to USAF provided fixed-wing movement of regulated casualties using organic and/or contracted mobility airframes with AE aircrew trained explicitly for this mission. The different types of ways to move Pts. In addition the civil reserve air fleet (CRAF) may be used for the AE mission.

13 Medical Treatment Facilities: Any Service
Patient Movement (PM) Clerks Prepare patients and documents for movement. Coordinate ground movement to and from airfield. Coordinate directly with PMRC for all patient movement requests. Receive patients regulated to their facility. Enter ITV events for patients leaving and arriving at their facility. Bed reporting and medical capabilities. Update facility contact info in TRAC2ES.

17 Patient Movement Support in Disasters
USTRANSCOM provides disaster PM, at the direction of the President or upon approval of the SECDEF after receipt of a Mission Assignment issued by FEMA. TRANSCOM Surgeon General (TCSG) provides deployable PM capability in support of declared disasters. Joint Patient Movement Expeditionary System (JPMES) A Joint level enterprise ‘system’ to provide a flexible, scalable, adaptable, and rapidly deployable expeditionary patient movement (PM) coordination, expertise and liaison capability deployed to augment a theater PMRC in support of the full spectrum of military or civilian contingency operations.

18 USER ROLES Roles are assigned based on your job description and requirement to access the database. C2 access allows users to track patients without revealing personal medical information. Users are expected to access only information required to perform their duties. Violation of patient’s confidential information using data acquired in TRAC2ES is an offense.

19 SERVER INFORMATION Replication occurs between a primary and secondary site every 10 minutes. This ensures that data will be available at all times. Archive server maintains a record of all PMRs. Records are moved to the archive server 60 days after they are placed in the COMPLETED state.

20 DATA REQUEST Users have the advanced capability to access data using reporting features such as Ad Hoc reports and Download files. All request for information will be routed through appropriate Service component Surgeon General offices.

21 TRAC2ES MOBILE TRAC2ES Mobile provides the user the ability to enter PMR data and save data to a storage disk or to the computer hard drive to be transmitted when communication becomes available. TRAC2ES Mobile works on a send and request information system. Unlike TRAC2ES Web you have to manually request and send the information to the server.

22 THE BOTTOM LINE Timely, customer-focused global mobility in peace and war through efficient, effective, and integrated transportation from origin to destination - right time, right mode, right care!
