To strengthen opportunities for all citizens to be aware of coastal and ocean issues, and to participate in decision making. 2. To understand, conserve and restore environmental health in Malaysia's coastal and marine areas. 3. To understand, conserve and restore coastal and marine biological diversity for biomes, habitats and ecosystems; species and populations; and genetic diversity. 4. To understand and responsibly utilise non-renewable resources. 5. To improve appreciation of coastal cultures and maritime heritage, and develop mechanisms for their protection. 6. To achieve excellence and innovation in a broad range of marine-related sciences and technologies through ethical research, development and commercialisation. 7

To support and empower Malaysians working in marine-related sectors by expanding knowledge and skills in marine science, technology, law and management. 3. To meet present needs for coastal and marine resource use without compromising the ability of future generations to meet their needs. 5. To harmonise national legislation and regulations to satisfy Malaysia's international rights and obligations under relevant treaties. 5.
