16. Digital Signature Integration  The FAA uses digital signature technology in the conduct of secure electronic commerce with its customers in the aviation industry and the public.  IACRA is intended to be a paperless system in order to comply with the Government Paper Elimination Act (GPEA).

17. Digital Signature Integration  A digital signature is a unique “stamp” on an electronic document showing that a specific person signed the file. A digital signature is just as legally binding as a person’s handwritten signature on paper. Using private/public key pairs and cryptography techniques provide strong assurance of signature authenticity and file integrity. The security associated with digital signature means the recipient can:  Confidently verify the signature(s) on the document  Confirm that the document has not been altered in any way since it was signed  Signer cannot deny signing the document (This is called “non- repudiation.”)  Digital signatures are the key to making IACRA successful.

24. Transition At this point, the Applicant Registration is complete and has generated a FAA Tracking Number (FTN) for the applicant. The Recommending Instructor must now register (though in reality, the RI could have registered long before or even after the applicant). The RI registration is far less complex than the applicant registration. This is due to the validation process IACRA uses to ensure that the data requested from the RI at registration is validated in national FAA databases as being accurate and current.
