PROPERTY OWNER HAS FIRST RIGHT OF REFUSAL n The property owner has first right of refusal to retain and move their structures n This may be used as a negotiation tool. n 10% of appraised value is sometimes used as a guideline for salvage value n Structures should be itemized and disposition of the structure listed in READS or on the form PROPERTY IMPROVEMENTS/REMNANT REPORT

Asbestos Inspection n Order inspection after parcel is vacated. n Review inspection report. –Determine if abatement is needed prior to moving the structure. –If asbestos will not be disturbed, it may remain in place. n Enter inspection information and attach report in READS.

Prepare Structure for Removal n Disconnect utilities. n Confirm structure is secured. –Board up to prevent vandalism, if needed. –Alert local authorities building is vacant and to notify the Department of any suspicious activity. n Schedule lawn maintenance or snow removal, if needed

MOVABLE STRUCTURES PUBLIC BID PROCESS n 1)Ad placed in local newspapers, DOT website, and other internet sites n 2)Open house held n 3) Public Bid Opening n 4)Enter sale information into READS.

NON-MOVABLE STRUCTURES (OR TIME DOES NOT ALLOW FOR MOVE) n DEMOLITION CONTRACT –Real Estate lead n CONSTRUCTION CONTRACT –Project Development lead Region will determine which contract to use per project.

Prepare Demolition Contract n Estimate cost to clear site including asbestos abatement. n Set surety bond and bid opening date. n Enter parcel specific information into special provisions n Send information to central office to create bid packet.

Region Responsibility n Send out bid packets to prospective contractors. n Conduct sealed bid opening. n Send all bids to central office to be approved and awarded. n Send contractor notice to start. n Oversee contractor’s work.
