9. Monroe Doctrine Dec. 2, 1823 – Pres. Monroe announced to the world in Monroe Doctrine: Foreign powers can not create new colonies in North or South America – If they do, we will declare war on you! – America is letting the world know » The Western Hemisphere is off limits!
