1.“The less privileged parts of the rural population engaged in fisheries benefit from sustainable and economic development of the fisheries sector”. 2.CPRGS goals relevant to the Fisheries Sector Goal 1: Reduce the percentage of poor and hungry households Goal 3: Ensure gender equality and women empowerment Goal 7: Ensure environmental sustainability (1) FSPS II Development Objective and link to (2) Vietnam’s Comprehensive Poverty Reduction and Growth Strategy (CPRGS)

Fisheries sector management at all levels strengthened in accordance with the Public Administrative Reform to ensure effectiveness, efficiency and international integration. STOFA Immediate Objective

Output 1 (Legal aspects): strengthen capacity to develop, implement and monitor policies and legal documents fair distribution of fishing rights and access to water and land for aquaculture. Output 2 (Improved Administration) increased efficiencies. Output 3 (HRD) professional competencies strengthened improved policies and regulations, sector plans, management practices, research plans, training & extension programmes poverty reduction, gender equality and environmental sustainability. Output 4 (IT) FMIS functioning well improved data & data handling improved monitoring food safety maintain access to international markets and increase employment options & profitability poverty reduction. How will STOFA assist MARD achieve the CPRGS objectives?

Means of achieving Output 4 1.Fisheries statistical indices and indicators developed, with an established fisheries statistical information system by end 2008 2.Fisheries statistical organizations established in all provinces and districts 3.Information technology infrastructure needed for the operation of application and connected to the nationwide network and the internet set up nationwide in fisheries administrative and services agencies

Means of achieving Output 4 4.Administrative management software efficiently and uniformly applied in all administrative and service agencies 5.Specialist databases developed and used 6.MARD’s portal with multi languages developed; homepages of all management agencies (including electronic fisheries reviews and newspaper) developed. 7.Monitoring and warning systems established and used. 8.The number of services provided on-line
