4. 84% of the Secretariat’s resources are aimed to address its three main strategic objectives. This number increases to 88,5% if we add the support given to specialized and political bodies, such as CICAD, CICTE, MISPA and the General Assembly. We coordinated the production of the SG’s Drug Report We have decisively contributed to a Central America free of antipersonnel mines. We supported a social peacemaking and violence reduction process, that has lowered by half the rate of homicides in El Salvador We supported the Commission for Public Safety Reform in Honduras We have contributed in the strengthening of our Member States’ capacity in terms of cybersecurity. We have improved our Member States’ integral control of their borders (ports, airports and land borders). We manage the only Multilateral Evaluation Mechanism related to the drug problem in the world. Prevention and drug treatment professionals were trained and certified in Mexico, Central America and the Caribbean. We continued to strengthen investigation and evidence research to develop substantial security and drug policies, as well as provided trustful data to address these issues. THESE RESOURCES ARE WELL SPENT

7. Strategic Vision: achieved. “To become the main hemispheric point of reference for the development of cooperation, while supporting the capacity building of our Member States, in order to actively respond the security threats in the Americas”.

8. How are we doing it? Applying the principle of Smart Security: An objective identification of the issues that will become actions, based on proven evidence. Proposals based on national or regional needs (ensuring ownership by beneficiaries and its sustainability) Proposals based on positive experiences and parterships with several sectors. Multidimensional approach (ensures a systemic response to issues) Evaluation of results ALL THE PROGRAMS AT THE SECRETARIAT FOR MULTIDIMENSIONAL SECURITY HAVE APPLIED THIS PRINCIPLE

9. Now, we are moving forward to a “more intelligent investment” in terms of security issues. Through this, we can lower the levels of delinquency and violence that are damaging our economies, institutions and democracies. 1.Security policy-making should be based on evidence and intelligence. 2.A special focus on community, youth engagement and development, emphasizing women, children. 3.Smart police and justice to be more proactive, not reactive. 4.Restorative Justice; using rehabilitation and reinsertion as alternative to repression and incarceration. 5.More and better resources to assist victims and peaceful conflict-resolutions. 6.Agility to react towards new threats. HOW DO WE WANT TO KEEP WORKING?

10. We spent 90% of our resources on the OAS’ strategic objectives. 90% of our resources come from specific funds, so there are management challenges associated to them. Finally, the Secretariat for Multidimensional Security is part of the OAS, where the Ministers of Foreign Affairs guide the Organization, even though the majority of our contacts are within the Ministries of Public Security or its equivalents. We have a number of political/technical bodies and meetings: is this necessary (and manageable) in a context where funds are limited and within a reality where security issues are converging? REALITIES
