History In 1977, CANP was founded as the California Coalition of Nurse Practitioners (CCNP) by a group of Pioneering Nurse Practitioners from UC Davis Currently a state-wide network of 22 Chapters 2200+ members and growing!! We are the only professional organization in California that represents Nurse Practitioners in all sub-specialties

CANP Historical Highlights California Coalition of Nurse Practitioners (CCNP) established October 8, 1977 in Davis, CA 1982-1984 Law mandating NP credentialing by BRN 1984-1986 Political Action Committee (PAC) formed to increase political influence on health care related issues

1986 - 1996 NPs obtain Furnishing Authority Direct Medi-Cal reimbursement for Pediatric and Primary Care NPs Secured with the work of CCNP, CNMA, ANA/C NPs are listed as PCPs in the nation’s Medicaid system Legislative Milestones

NPs obtain authority to furnish Controlled Substances Scheduled III-V Legislative Milestones 1996

1997 - 2000 Pharmacists authorized to include NP name on prescription label NPs defined as professional employees who may be exempt from mandatory overtime Allows NPs to negotiate salaried positions without the required mandatory OT after 8 hours required for RNs Legislative Milestones

2001 - 2002 NPs authorized to perform DMV physicals NPs may supervise Medical Assistants venipuncture and injections NPs authorized to request and receive sample medications Legislative Milestones

2003 NPs obtain legal authority to furnish Controlled Substances Schedule II Legislative Milestones

2004 – 2005 Requires an initial applicant for a NP certificate to possess a master’s degree in nursing or in a clinical field related to nursing. Effective January 1, 2008 NP name on prescription label, remove physician name on prescription pad and label Legislative Milestones

2006 Effective January 1, 2007 NPs authorized to apply for a Medi-Cal provider number and bill Medi-Cal independent of a physician NPs authorized NPs to certify disability for the purposes of a disability placard or plate Legislative Milestones

Legislative Agenda 2008 AB 1436 (Hernandez) Scope of Practice for Nurse Practitioners National Certification as entry into practice for all applicants after January 1, 2009 Hearing Vote Cancelled at the request of the author to be resubmitted to the legislature in 2009 ABX1 1 (Nunez) Healthcare Reform DEFINING SCOPE OF PRACTICE FOR NPS Requires Task Force to draft regulations to be promulgated by the Director of Consumer Affairs Fails in Senate Health Commitee

In September 2008, members identified practice barriers: inability to order durable medical equipment (DME), inability to certify disability, and inability to approve, sign, or modify a plan of care for a patient requiring home health services. Senate Bill (SB) 294 (Negrete McLeod), CANP’s 2009 sponsor legislation to clarify legal authorization to perform these services within your standardized procedure or protocol. On September 11, 2009, with creative lobbying, the above language was passed under a new Bill – SB 819 (Yee) SB 819 signed by the Governor’s signature SB 294 was held over for 2010 Legislative Agenda 2009
