EU CUSTOMS ACTION PLAN to combat IPR infringements for the years 2013 to 2017

STRATEGIC OBJECTIVES Effectively implementing and monitoring the new EU legislation on customs enforcement of IPR. Tackling major trends in trade of IPR infringing goods. Tackling trade of IPR infringing goods throughout the international supply chain. Strengthening cooperation with the European Observatory on infringements of IPRs and law enforcement authorities. 3

COOPERATION A partnership should also be developed with the European Observatory on infringements of IPRs Co-operation should be enhanced with -the European Anti-Fraud Office (OLAF) and - European enforcement bodies other than customs, in the framework of their respective competences, where appropriate. 4

A CTION 1. EFFECTIVELY IMPLEMENTING AND MONITORING THE EU LEGISLATION Developing tools for implementing the new EU Customs regulation (pe. Preparation of guidelines for customs authorities in all EU languages). Exploiting the full functionalities of COPIS Engaging rightholders & stakeholders (pe. With uptodated customs web sites, with IPR Helpdesks for SMEs, meetings with all stakeholders). Annual publication of statistics. 6

Strengthening customs risk management (developing a strategy identifying the risks criteria and IPR infringements by large or small consignments) 8

Customs cooperation with third countries, specially China. EU-China Action Plan). Exchange of information, experiences with third countries. Assistance to third countries upon request (study visits). 10
