2 International Problems French Revolution Starts 1789-Revolution uses the American Revolution as its plan. Later, war begins between France and Great Britain. Decision? Should the U.S. side with France as they were our allies during the revolutionary war? President Washington decides that it is best that the country remain neutral and issues the NEUTRALITY PROCLAMATION.

3 Jays Treaty Problem: British ships are seizing American Merchant ships. Rumors spread that the British are encouraging American Indians in the west to revolt against settlers as the British never left the forts as required by the Treaty of Paris 1783. John Jay is sent to negotiate. Result is a compromise. British would leave the forts, allow small merchant ships to trade in the West Indies, and pay for damages to any seized ship. The U.S. would pay pre-Revolutionary war debt to British merchants.

5 Pinckneys Treaty Border problems between Spain and the U.S. due to dispute as to where the border is. Spain closes the port of New Orleans to U.S. Trade. Thomas Pinckney wanted the port reopened to U.S. trade and requested right of deposit-to transfer goods without paying fees on American cargo.

6 Pinckneys Treaty Cont. Spain hoped that Pinckney would grow desperate to sign a treaty that would favor the Spanish. Pinckney instead waited and Spain worried that the U.S. would join the British in a war against Spain signed the treaty that gave the U.S. the advantage. Spain also changed the Florida border.
