21 Questions What was the catalyst for the growth of this awareness and response? What factors contributed to the development of such a global awareness? How quickly did it develop? How long will the awareness and reaction to this disaster be sustained? Is the response waning? Why was awareness and response to this particular disaster so great? Other disasters throughout the world have been as tragic, if not more so, yet they have not had the level of impact and response. How great an impact did this disaster have on the world? What can be learned from examination of this development? What tool can be used to measure the development?
