March 2006WLIA5 Private Land Ownership in Wisconsin Began in 1850s PLSS surveys were well underway, completed in much of southern portion of State Government Land Office (GLO) began to issues patents (original title) to individuals

March 2006WLIA6 1848 to 1950’s 1848 – Wisconsin became a state – State became responsible for collection and management of land records in the state – Land record patents began 1836- 1865 PLSS process 1848 to 1950’s - Land record system remained virtually unchanged for the next 100 years

March 2006WLIA16 Wisconsin Land Information Program (WLIP) 1989 – Act 31 passed enabling legislation developed and supported by WLIA enacted. – Act 31 established the Wisconsin Land Information Program (WLIP) and set up the Wisconsin Land Information Board (WLIB) as the policy board to oversee the land record modernization program 1990 – WLIA found political acceptable funding source, using the recording fee as basis for funding the WLIP (Act 339 passed with bi- partisan support of legislators Joe Wineke and Robert Welch)
