2 Implementation of Mid Day Meal The Nodal department for MDM is the Department of Elementary Education. Designated Nodal department for the movement of Food-grains (RICE) in the state is the H.P. State Civil Supplies Corporation. HP being a special hill State, is allowed reimbursements of transportation subsidy at the rates prevalent under PDS. Hot Cooked Meal of high calorific value and protein content, prepared in the school premises. The School Management Committees constituted for every school. The School Management Committee has been empowered for overall implementation of the scheme. The School Management Committee has been authorized :  To decide the weekly menu.  Engagement of cook-cum-helper.  Overall supervision of scheme.

17 Health check-up of cook-cum-helper :  State has made policy / guidelines for engagement of cook-cum-helper under MDMS. It has been made mandatory to get the medical check up of cook cum helper from medical authorities before first appointment and at least once in a year.

20 Activities carried out under MME : 1)Capacity building : a)Training to Block Level Officers/Principals / Headmasters –  One day workshop has been conducted for the Block level officers/ Principals/ Headmasters. b) Training to cook-cum-helper:-  The department of Elementary Education has planned to impart training to cook- cum-helpers at the cluster level regarding maintenance of cleanliness, hygiene and proper cooking procedures.  Training to 80 resource personnel from various districts/ blocks has been imparted, they act as Master Trainer and are providing the training to cook-cum-helper in their blocks. In this financial year, 2011-12,training to 10, 000 cook-cum-helper has been provided.

21 M.O.(Health), Nutrition Officer -Women and Child Development Department,Lecturer (Home Science) - have been engaged as key resource personnel. 2)Funds for purchase of storage bins – Funds @ Rs. 2500/ per institution has been provided to 3000 institutions for purchase of storage bins. 3)Maintenance of Record: Department has provided the register to all schools/ institutions for maintenance of records.

25 Evaluation study State Level Monitoring Committee has approved that external evaluation of the MDMS be conducted in six districts viz. Kinnaur, Lahaul & Spiti, Chamba, Sirmour, Kullu and Mandi from the Department of Economics and Statistics.Department Economic and Statistics Department has conveyed its approval and same is likely to be completed by May, 2012

26 Monitoring of the Scheme :- The SL-SMC has approved the engagement of 26 personnel (Project Coordinator- 1, District Coordinator–12, Data Entry Operator–13) through outsourcing from DOEACC. Eleven personnel has been engaged and rest of the personnel will be engaged shortly

27  Scheme is being regularly monitored by the departmental officers. However, following officers have been authorised to carry out inspections at district and block level : SDM, Tehsildar, C.D.P.O, T.W.O, Members of Civil Society, Local Self Government..  The inspection performa in this regard has been prepared and circulated to the field offices and same is also available in the departmental web site: www.himachal.nic.in/eleedu/mdm.htm/www.himachal.nic.in/eleedu/mdm.htm/

30 Awareness Programme for SMC members :  Awareness programme for the members of SMCs is being conducted through SSA under community training module. They are being made aware of the role & responsibility of SMC members and rights/ entitlement of the students under this scheme.  Implementation of MDM is an important component of SMC training module.

31 Participation of Mothers :  To ensure quality of meals provided to the students, SMCs/ schools have been directed to form the monthly roster of mothers in each school. CHT has been given the responsibility to facilitate the SMCs / Schools in preparation of mothers roster under his jurisdiction and to ensure that monthly roster register is being maintained in every school. Mothers are being encouraged to see that:  Ingredients used for cooking i.e. pulses, vegetables rice, spices are of good quality and properly cleaned before cooking.  The utensils used for cooking are being cleaned properly before use.  The food is being tasted by the teacher and mother before serving to the students.  Clean and adequate drinking water is available.  Clean water is being used for preparation of food.  Children are encouraged to wash hands before eating.

32 Grievance Redressal Mechanism (GRM) State has nominated following officers as nodal officers at State/ District / Block /School : a Additional Director (Admn)State level bDistrict levelDeputy Director (Ele. However, the complaints received in respect of non-preparation of mid day meal and regarding quality of meal served is dealt within two days.

33 Provision of on-line registration of grievances :  There is also a web application software, e_samadhan, on web portal of HP Govt. Public can register their grievance online. The grievances received through e-samadhan are monitored regularly by the department as well as by the Government. TOLL FREE NUMBER :  The toll free number for registration of complaints is being establish at the State HQ. The toll free number will be painted in every school for awareness of general public The process of installation will be completed very shortly.

39 Reports of Monitoring Institutions The Himachal Pradesh University, the Monitoring Institution for the State, has submitted the evaluation study in Districts of Bilaspur, Hamirpur and Una. The evaluation study pertains to 1.10.2010 to 31.3.2011. The study report submitted by the University revealed that :-  Hot cooked meal was served to children every day in all sample checked schools and the children liked the food.  Children were not discriminated on the basis of caste or creed or gender at the time of cooking or serving of meal.  Schools had displayed weekly menu.  Participation of parents, VEC / panchyats in supervision and monitoring of MDM was good.

40 Further,The Monitoring Institution also observed that :  Delay in receiving of funds in r/o Cooking cost and honorarium.  Menu is mostly decided by school teachers.  Lack of awareness among the community members / parents about entitlement of child under MDM.

41 Corrective measures taken:  Regarding delay in receiving funds: The funds/ budget is being distributed to the BEEOs through internet, e-vitran, the web based application. This reduces the time lag to large extent. However, Department has also issued instructions to all BEEOs for timely releasing of funds to all SMCs.  Regarding menu : I nstructions have been issued to field offices that menu may be got approved from the SMC. The SMC is empowered to approve/ decide the weekly menu, keeping in view the food habits / choice of the students.  Awareness among the community members/ parents : Awareness programme of SMCs is being conducted through SSA under community training module. They are being made aware of the role & responsibilities of SMC and right / entitlements of the students under this scheme. Further, the instructions have been issued for displaying the menu on the wall.

47 ISSUES: Extension of validity period for lifting of rice : The period for lifting of rice may be revised from quarterly basis to yearly basis. At present, the rice remains un-lifted from FCI at the end of quarter lapsed. Sometimes, due to climatic conditions and other reasons such as FCI do not have sufficient rice in its godown, the rice could not be lifted within stipulated period and lapsed which hamper the implementation of the Scheme. Release of Central Assistance under one Demand / Head of account : The Central Assistance is being released by GOI under following components of plan; General Plan, Schedule caste plan & tribal plan, accordingly the funds are also released by State Govt. under these plans. The tribal areas of the State (District Kinnuar, Lauhal –Spiti, Pangi & Bharmour of Chamba Distrcit ) are snowbound and ration / stock is to be purchased in advance for four / five month up to March, in the month of October.The cooking cost to the school situated in these areas is to be provided in the advance i.e. in the month of October. It is requested that funds in tribal area sub plan may be released in first installment.
