Morgan County Budget The “County Budget” is set by the Budget Commission. The Commissioners set the appropriations for the legislative, executive, and criminal justice functions. –“How much to spend, not how to spend it.” The Engineer sets the appropriation for the highway department.

Where does the money come from? The Commissioners appropriate the General Fund. Does Not include Roads & Bridges. 2004 General Fund Revenues = $3,322,369 2/3 comes from local tax collections 3/4 of total revenues comes from taxes

Tax Revenues Over half of the county’s tax revenues come from local sales tax. Nearly 40% comes from real estate property tax. Together, this is 95% of the county’s general fund.

Where does the money go? Half of the General Fund budget goes to enforce the law. One fourth funds the legislative/executive functions. The remaining one fourth goes to insurances, human services, and other miscellaneous expenses
