2 Radiation Protection Landscape of Public Services involved The Federal Agency for Nuclear Control (FANC) centralises the competences in radiation protection and nuclear safety Mission : “Protection of the public, the workers and the environment against the hazards of ionizing radiation” However, many interactions exist with other Public Services: Internal Affairs (Crisis Centre of the federal government) FPS Employment, Labour and Social Concertation : –Occupational Health and protection of workers in general FPS Public Health, Food Chain and Environment : –Medical professions –Public Health –Social Security –Medicines and medical devices …

3 General radiation protection measures General regulation for radiation protection in Belgium : R.D. of July 20 th, 2001 (  http://www.fanc.fgov.be) - art. 20: limitation of the doses -  Art. 20.1.1: the 3 general principles of radiation protection : – Justification – Optimisation (ALARA – as low as reasonably achievable) – Dose limits

4 Dose limits Occupationally exposed persons –Effective dose: 20 mSv per 12 consecutive months –Inhomogenous irradiation of individual organ of tissue : specific limits Students –> 18 years? Limits for occupationally exposed persons –16 years < x < 18 years? Effective dose: 6 mSv per year Inhomogenous irradiation of individual organ of tissue : specific limits –< 16 years? Limits for the public Public –Effective dose: 1 mSv per year –Inhomogenous irradiation of individual organ of tissue : specific limits Protection during pregnancy and breast feeding –Working with non-sealed sources during pregnancy and breast feeding not allowed –When there is only external radiation : the unborn child (“public”) should not run the risk to exceed 1mSv during pregnancy. ! DOSE LIMIT ≠ DOSE CREDIT ! ! ALARA !

5 Dose limits specific aircrew Exposure of air crew to cosmic radiation should be monitored or estimated When the risk exists that the dose limit for the public is exceeded : specific protection measures –Determine the individual dose due to cosmic radiation –Take the dose estimation into account when establishing the work schemes –Inform the workers involved of the health risks –Female workers : protection of the unborn child

6 Occupational health control - art. 24 - What ? –Monitoring for classical risks –+Specific radiation risks : Dosimetry Contamination measurements Investigate accidental exposures… Who ? – “workers” (incl. students, apprentices,…) How ? –In general : by a specialised and recognised occupational physician (art.75) –Aviation : recognition art. 75 not (yet) required

7 Information and training - art. 25 - Aim : –Risk Know Identify Avoid = training in autoprotection Prior to employment At least once per year Extra attention for women (pregnancy, breastfeeding)

8 Protection measures - art. 27 and following - Manager of undertaking (= operator) is legally bound to put protection devices and dosemeter(s) at disposal of his workers Aviation : Head of the undertaking is responsible for the dosimetry Dosemeters not appropriate Calculate/estimate the dose by means of simulation Protection devices/measures: –Protection by distance –Protection by shielding –Protection by limitation of the exposure time (working schedule !) –Prevention of contamination
