5 STANDARD APPROACHES FOR INFORMATION COLLECTION AND PROCESSING FOR REGULATORY DECISION MAKING Identification of data collection process Role clarity to information gathering, process must be clear (RACI) – responsibility matrix Proper organisational design (well trained & qualified resources) Design process to collect data – manual/automated means – technology investment Categorise collection process into groups (sort of info from the regulated entities)

6 WHAT DOES ONE HAVE TO DO TO COLLECT INFO Define relationship between the regulator and regulated entities - expectations Close monitoring of the data collection process Create processing engine internally (codification of info, developing particular format) Provide info that must be ready to be used for 3 different levels of the decision making process i.e. Strategic, Operational, Tactical

7 DATA AND INFORMATION CONSISTENCY, ACCURACY, RELIABILITY, AND SECURITY Controlled and secured access to information Development and implementation of an architecture on how data is stored Triangulation process – way of verifying info – access to be verified from different sources (e.g. regional distribution points; municipalities; Eskom) Ease of access to info Ensure ability to use information collected to communicate to the public and other interest groups (Publications; Reports) Development of different reports for different levels of existence (industrial, commercial and public individuals) This should be an ongoing process and should be reviewed in line with the Electricity Distribution industry

8 Challenges Inadequate compliance Late submissions of data Decline in numbers of submission Submission of incomplete data Lack of and/or inadequate response to follow-ups Lack of technological tools Requests of the same information by different organizations

9 Recommendations Encourage regulated entities to submit data in time – outdated data is as good as having no data at all Educate regulated entities on the importance of submitting accurate data for precise predictions and decision making Capacitate regulated entities with financial skills Introduce technological tools and train entities on the use and utilization of the tools Formation of a information management forum Bring closer regulator and regulated entities Address challenges/opportunities faced by Electricity Distribution Industry with regard to information management
