7 Resilience management legislationResilience management legislation 7 The Law of the Republic of Lithuania on Civil Protection shall establish the legal and organizational framework for the organization and functioning of the civil protection system, the competence of state and municipal institutions and agencies, the rights and duties of other agencies, economic entities and residents in the sphere of civil protection. Main legal act in resilience area is Law on Civil Protection

8 Resilience management legislationResilience management legislation 8 The primary function of local authorities (municipalities) in the event of local emergencies is to provide the necessary assistance while continuing with their regular tasks, to help people under their jurisdiction, to make local resources available and thereby mitigating the consequences of an emergency and to coordinate the actions of assisting services

9 Resilience management legislationResilience management legislation 9 If necessary, the Lithuanian army and industrial enterprises will provide assistance. All governmental institutions are expected to perform their functions during emergencies. The institutions of the civil protection and rescue system are responsible for developing an organizational structure in the field of emergency and rescue preparedness.

10 Preparedness 10 Civil emergency preparedness is a key function of the municipality and encompasses the civil emergency preparedness and measures undertaken by public institutions, local authorities, economic entities and the population in regard to municipal resources used to sustain the local economy and the population and protect the environment and property from the effects of emergency situations.

11 Municipality responsibility in resilience fieldMunicipality responsibility in resilience field 11 Municipality is responsible for preparedness of the civil protection system within the municipality; Municipality has to ensure the forecasting of potential emergencies within the municipality; Municipality have (upon performing an analysis of potential threats and emergency risks) to organize the drawing up and public discussion of a municipal emergency management plan and, upon agreeing it with an agency subordinate to the Fire and Rescue Department, approve it;

15 Municipality responsibility in resilience fieldMunicipality responsibility in resilience field 15 Municipality have to control implementation of the tasks of the civil protection system by economic entities and other agencies, compliance with the requirements of the Law and other legal acts regulating civil protection; Municipality have to conclude mutual assistance plans with adjacent municipalities; Municipality have (within the sphere of its competence) issue orders on the issues of civil protection;

16 Municipality responsibility in resilience fieldMunicipality responsibility in resilience field 16 Municipality have to collect from all entities of the civil protection system located within the municipality and residents the data required for performance of civil protection tasks and (in accordance with the procedure laid down by the Fire and Rescue Department) to accumulate, process and submit them to the Fire and Rescue Department; Municipality have to warn and inform residents, state and municipal institutions and agencies, other agencies and economic entities of an imminent or actual emergency, potential effects of the emergency and response measures as well as the methods of protection against an emergency

18 The case in Pag ė giai municipalityThe case in Pag ė giai municipality 18 On 7 January 2013 the Pag ė giai municipality announced the municipal’s level emergency situation cause of flood, which lasted 93 days until 9 April 2013. Flooding has been a very long and miserable. Flood area residents had no opportunity to go to work, schools, buy food, products, sell milk, livestock. They was a significant loss of income.

20 The case in Pag ė giai municipalityThe case in Pag ė giai municipality 20 After some time water flooded areas were frozen. Thick ice on the roads became even insurmountable for military amphibian. There was moments when residents walked or drove by cars on a weak ice, who was often unsafe. One life was lost (drowned).

21 The case in Pag ė giai municipalityThe case in Pag ė giai municipality 21 Some people were evacuated, some people stayed in own houses. Food and medicine were delivering to them occasionally.

23 The case in Pag ė giai municipalityThe case in Pag ė giai municipality 23 There was some flood before, bus this one was much bigger and harder than others. After this flood there was some steps made by municipality to increase resilience to this kind of disasters.
