4. REACH, Act 51 The goal of REACH is to reshape the DOE into a professional service organization that supports our schools. The DOE will make sure basic needs are met, set system-wide policies and standards, and empower decision-making at the school level. The DOE must become more innovative, service- oriented and entrepreneurial. The DOE must create new products, services and best practice models for our schools.

6. Empowerment Weighted Student Formula A fair and equitable way to distribute funds to schools based on student characteristics. Principals and school communities will have greater reach – more authority, more decision-making ability and more control over funds.

8. Empowerment School Community Councils Enable shared decision-making Focus on student achievement Review and recommend approval of the Standards Implementation Design (SID) Plan Review Academic and Financial Plans

Empowerment Students $2.5 million to buy new mathematics textbooks and supplies $2.14 million to hire 75 elementary school teachers to reduce class size in grades K-2 $460,000 to fund a 12-month student activities coordinator in each public high school $100,000 to fund programs that support parents in working with students who need additional help to succeed in school
