Housing the Urban Poor Urban SanitationResearch &Documentation Poverty Mapping MOVING TO SCALE Presentation by Shelter Associates, 19.3.09, Istanbul At the World Water Forum

Transfer Lessons learned from the Pune experience to SMKMC CBO’s to be central to the entire process Toilets to be used as a tool for an integrated approach to sanitation Use of GIS findings for effective planning Members of the local administration- both elected and administrative members to be included in the decision making process Sangli Sanitation project

Slum Location in Relation to Sewage Distribution in SMKMC The slums in blue have no access to sewage network There are 78 slums out of 99 which have no access to toilet facilities.

The data findings had a major impact on the total project. 1. SA demonstrated that 3 slums could be given the option of individual toilets and this could be accomplished well within the Nirmal Bharat Abhiyan funds that had been approved by the Government. 2.Brought it to the notice of the local government that the 2001 GR allowed NGO’s and CBO’s to construct toilets in settlements and therefore urged the local govt. not to tender it out to contractors. 3.Got MHADA Mumbai to endorse this in principle.

1.The District Housing committee approved SA’s initiative to build individual toilets in the 3 proposed slums. 2.The local government invited tenders from NGO’s to build community toilets 3.Two communities registered themselves into Trusts and have put in a request with the local govt. to build their own community toilets in accordance with the 2001 GR under SA’s guidance. 4.SA has extended its support to the local govt. for helping out with the tendering process and selection of NGO 5.SA also agreed to liaise between the selected NGO and the communities for effective future maintenance of the built toilets

Using the Maps and data for locating toilet sites within settlements. Inspecting Kolhapur chawl map to identify space for a community toilet The place identified was a very small one and ownership was claimed by a family. SA got the 7/12 extract which showed otherwise and with help of SMKMC claimed the land for the toilet block through legal battle. Final location of toilet block

The Pune Sanitation project in 2000 led to SA’s involvement in the citywide sanitation project in Sangli between 2004-07 to cover over 3500 families. Coming back a full circle to Pune in 2008 when PMC declared individual toilet projects for slums. SA facilitated the first individual toilet project in Ambedkar Nagar Dhyari, a model slum where the community had maintained their community toilet for 10 years. The slum was now ready to receive individual toilets as the PMC had laid new sewerage networks after repeated follow up by SA and Baandhani members of Ambedkar Nagar. Completing the circle..........

Replicating the same process in 14 administrative wards of Pune has been challenging due to the following reasons: 1)Lack of appraisal of slums within wards to determine ones that would qualify for this project. 2)Though the application form is standardized, no uniformity in processing the application. 3)Lack of general awareness about this scheme amongst the beneficiaries 4)No allocation of funds to strengthen infrastructure like sewage networks where necessary. 5)Tedious documentation work and lack of transparency from the administration. Hence few takers for this project. The paperwork discrepancies found while replicating the process in different ward.  Dhayri ( Tilak Ward Office) 1995 Election Card, Ration card Quotation & standard map of individual toilet  Lokseva Vasahat ( Dhole Patil) 1995 Election Card, Ration card, Individual house map. Quotation & standard map of individual toilet  Prem Nagar ( Sahakar Nagar ) 1995 Election Card, Ration card, Tax receipt Quotation & standard map of individual toilet
