Short Session Highlights Session starts May 16 th Will likely end before July 4 Budget starts in the House Other issues will include: changes to last year's annexation-reform legislation, the voter ID requirement, state gas tax, public education reform, compensation for victims of the state's former eugenics movement, and others. -Speaker Tillis

House Budget Process Subcommittees meeting now House Full Approps Chairs wrap up week of May 7 Bill will be introduced May 16 House Approps Cte meets May 17 and 18 House floor votes May 22 and 23

House Draft Transportation Budget Revenues are coming in $88m under budget due to lower than expected consumption The House included a gas tax cap =37.5 cents for one year Costs the budget $150m Real cost is $62m Tax reform discussion this fall for 2013 session will include transportation revenues

House Draft Transportation Cuts 1) eliminate 101 NCDOT positions- most of which are vacant, 2) $53.8 million cut to primary system maintenance, 3) $20 million cut to the secondary system maintenance, 4) $30 million cut to the secondary system construction, 3) $4 million cut to the aviation grant program, 4) $8.7 million cut to the public transportation grant program (15%), 5) $1 million cut in the rail programs, 6) $15 million from the Mid Currituck bridge, 7) $656,195 cut to Powell Bill, 8) $656,195 cut to secondary road construction, 9) $6.3 million cut to Intrastate construction, and 10) $2.5 million cut to urban loop construction

Budget Special Provisions Eliminate inspections for three newest model year vehicles Clarify the use of the credit reserve balance in the highway fund ($5 m GTP) Delays ferry toll collection until July 2013 Mobility Fund

Transportation Bills MPO/RPO surveys = legislation – 100% RPO and 14/17 MPOs submitted – TAC and TCC subject to the State Ethics Act – RPO definition change: 15 counties or 50k population – Codify the SPOT process – Require NCDOT to standardize or approval local methodology

Other Issues I-95 tolling 2040 Plan – Diversify Opportunity and Participation for Sub- regional Transportation Systems. In coordination and cooperation with our local and regional partners, NCDOT will study and examine the potential benefits to all parties of a possible transition or transfer of some portion of responsibility for funding and / or operation of some Subregional Tier transportation facilities (e.g., secondary roads) to some local governments. This approach will enhance flexibility for local and regional decision-makers.
