10 ADMINISTRATION CODE (REVISED 2014) REMINDERS Appropriate training required for anyone administering EOC, Alternate K- PREP, ACCESS for ELLs or CCR optional tests Signatures on Administration Code  Documentation of training  Group signature form provided by Testing Unit Nondisclosure must be signed by anyone involved in testing in any way  Group signature form provided by Testing Unit  The signature will be good all year similar to the Adm. Code signature

12 REQUIRED TESTING FOR SPECIAL POPULATIONS LOW INCIDENCE STUDENTS (ECE) Alternate K-PREP (1% of the student population) ENGLISH LEARNERS (ELs) W-APT (Screener)  ESL teachers must keep test materials under “single-lock” when not in use.  ESL office coordinates this testing. ACCESS for ELLS/ALTERNATE ACCESS FOR ELLs

14 IMPORTANT REMINDER Training should include interaction! Full training must occur in the fall. Plan on a review prior to testing in the spring. Materials are provided on the JCPS website. 14

17 ACCOMMODATIONS FOR K-PREP Same options as last year Text Reader  Continuing at the same grades (3-8 only)  Positive feedback from last year  Students feel “empowered” and “independent”  Good News: updates monitored closely, possible “lock down” sampler with possible earlier release  When IEPs are updated, “assistive technology” and “reader” must be selected for students using text readers/audio CDs. 17

18 CONSIDERATIONS FOR TEXT READER Each student must have their own work station Currently Windows, Mac, iPads(Generation 3 or higher) and possibly Chrome books this year Each student must have their own set of headphones Do not do updates prior to the push from KDE (more information later) Share “sampler” for all to use early 18

41 703 KAR 5:240— ACCOUNTABILITY ADMINISTRATIVE PROCEDURES AND GUIDELINES Early Graduates Exempt from 100-Day Rule – Official Early Graduates with “intent declared” in IC will count in the school’s accountability calculations even if they have not attended their school for 100 days. Alternative School Track Back – Direct placements will go to the district accountability rather than the school. All previous rules for accountability tracking apply except for students who are directly placed in an alternative program without entering an A1 school.  KDE will monitor alternative schools for inappropriate placements. If inappropriate placement is indicated to avoid inclusion in accountability, an allegation shall be filed.  All alternative education programs shall receive annual accountability reports based on students tested. 41

42 NEXT-GENERATION LEARNERS 2015-16 Achievement – Unchanged calculations and categories Gap (NEW - equally uses two calculations, increased focus on novice reduction)  Non-duplicated gap group percentage scoring Proficient and Distinguished in all content area tests (same as previous years)  NEW - Annual novice reduction targets in reading and mathematics for individual student groups (African American, Hispanic, American Indian, Limited English proficiency, students in poverty (free/reduced lunch), students with disabilities) and non-duplicated gap group; Points awarded based on percent of target met  Each individual group must have 10 or more students to be assigned a novice reduction target. 42

45 703 KAR 5:225 SCHOOL AND DISTRICT ACCOUNTABILITY, RECOGNITION, SUPPORT AND CONSEQUENCES Annual Measurable Objective (AMO) is calculated from the total score of the Next Generation Learner’s component only.  Program Review scores will still be reported but not as part of the AMO.  Program Review scores remain part of your Overall Score.  Schools will receive their AMO targets in December or January. Graduation Rate is increased from 60 to 80.  Graduation Rate is increased from 60 to 80 percent graduation rate to classify schools for Priority and Rewards designation. 45

NEW - Focus calculation will be based on two years of data except for new and reconfigured schools.  Focus calculations for new and reconfigured schools shall use one year of data. NEW - If a school has a Focus designation, it cannot be named a School of Distinction. 46

The 3rd Standard Deviation model for a Focus School is replaced with a lowest 5% model in each individual gap group by subject(The lowest 10% calculation on the Non-Duplicated Gap Group remains in effect). Schools labeled as Priority Schools have an overall score in the bottom 5% of overall scores by level for all schools that have failed to meet the AMO for the last three consecutive years. 47

49 NEXT GENERATION PROFESSIONALS RECENT UPDATE!! At its meeting in August, the Kentucky Board Education considered the teacher and leader effectiveness component in the Unbridled Learning Accountability system. Ultimately, the board voted not to include educator effectiveness as a specific measure in accountability, but to report the aggregate data publicly by district and state and revisit the issue next year. 49
