NEPA Function and Issues NEPA was one of the first laws written that established a national foundation to protect the environment. NEPA’s function is to assure that all three branches of government gives proper consideration to the environment before undertaking any major federal action that could majorly affect the environment. The Issues Affected: Requirements invoked when air ports, buildings, military complexes, highways, and parkland purchases are proposed. Requires that all federal agencies ’ funding or permitting decisions to the buildings be made with full consideration of the impact to the natural and human environment.
