Vocabulary Napoleon Bonaparte: ( ) Emperor of the French. Responsible for many French Revolution reforms as well as conquering most of Europe. Scorched Earth: a military strategy which involves destroying anything that might be useful to the enemy while advancing through or withdrawing from an area. Congress of Vienna: ( ) Major European powers met in Vienna, Austria to establish a plan of peace and discuss the re-alignment of territorial borders after the defeat of Napoleon.
