7 Inspectors will make four key judgements: –Effectiveness of leadership and management –Quality of teaching, learning and assessment –Personal development, behaviour and welfare –Outcomes for children and learners Before making a final judgement on overall effectiveness, inspectors must evaluate the effectiveness and impact of the provision for pupils’ spiritual, moral and cultural development And will state clearly whether safeguarding is effective 7

8 Emphasis on impact across all key judgements Impact of the culture of the school Importance of safeguarding as a golden thread throughout all judgements, including the testing of leaders’ work to meet the new Prevent Duty The importance of a broad and balanced curriculum A brand new judgement – personal development, behaviour and welfare 8

10 Inspecting safeguarding in early years, education and skills settings More detailed document than previous version It is essential inspectors are familiar with the content of: –Keeping Children Safe in Education (DfE, July 2015) –Working Together to Safeguard Children (HMG, March 2015) –PREVENT duty guidance (Counter-Terrorism and Security Act 2015) –The Education (Independent School Standards) Regulation 2014 Definition of safeguarding taken from Working Together to Safeguard Children’ 10

11 Safeguarding action may be needed to protect learners from: Neglect, physical, emotional and sexual abuse Bullying (including cyber-bullying) Racist, disability and homophobic / transphobic abuse Gender-based violence Radicalisation / extremism CSE / trafficking Impact of technologies on sexual behaviour Teenage relationship abuse Substance misuse Local issues Domestic violence FGM Forced marriage Fabricated illness Poor parenting 11

12 Safeguarding also relates to broader aspects of care and education, including: Learners’ health and safety Use of reasonable force Meeting needs of pupils with medical conditions Providing ‘First Aid’ Educational visits Intimate care Internet or e-safety Appropriate arrangements for school security 12

13 What To Do If You’re Worried a Child is Being Abused (March 2015) New document from HMG – non-statutory advice for practitioners: Be alert to signs of abuse Question the behaviour of children and parents / carers Make sure you know where to go if you need to ask for help (refers school staff to Designated Lead) Outlines signs of abuse

14 PREVENT Duty As of July 2015, the Counter-Terrorism and Security Act (HMG, 2015) placed a new duty on schools and other education providersCounter-Terrorism and Security Act (HMG, 2015) Under section 26 of the Act, schools are required, in the exercise of their functions, to have “due regard to the need to prevent people from being drawn into terrorism” - this duty is known as the Prevent Duty Further information and other resources can be accessed on ESI here: ESI Safeguarding: preventing radicalisation and extremismESI Safeguarding: preventing radicalisation and extremism 14

15 Female Genital Mutilation (FGM) From October 2015, S.5B of the Female Genital Mutilation Act 2003 (as inserted by section 74 of the Serious Crime Act 2015) will place statutory duty upon teachers (also social workers and healthcare professionals) to report to police where they discover (through disclosure by victim or visual evidence) that FGM appears to have been carried out on a girl under 18 15
