5. District Cost Differential (DCD) The DCD is an adjustment to each districts FEFP allocation based on the districts relative cost of living. The assumption behind the DCD is that teacher salaries should be relatively equal in all districts. Teachers in districts with a high cost of living need to earn a higher salary than an equal teacher in a lower cost of living district in order to have equal buying power.
