Base Student Allocation (BSA) Is the backbone of the FEFP. Is the backbone of the FEFP. Is the only component of the FEFP that benefits every district equally. District Cost Differential (DCD) The DCD is an adjustment to each districts FEFP allocation based on the districts relative cost of living. The assumption behind the DCD is that teacher salaries should be relatively equal in all districts. Teachers in districts with a high cost of living need to earn a higher salary than an equal teacher in a lower cost of living district in order to have equal buying power.

Dollar adjustments such as the DCD are revenue neutral. The sum of the total dollars shifted to those districts receiving funds from the DCD equals the sum of the total dollars shifted from those districts losing funds from the DCD.
