2 NUCLEAR POWER TODAY C urrently 31 countries are operating NPPs S ome developed countries are revisiting the nuclear option A bove 50 countries have informed the IAEA that they are considering introducing nuclear power Globalization of the world economy, economic and political interests of industrial developed states promote processes of export of nuclear technologies, This opens new prospects for countries that do not posses nuclear generation but take plans for development C onsidering NP option in meeting the growing demand: - Fossil price instability - Energy supply security - Environment pollution 2

3 IAEA ACTIVITY in PUBLISHING An overall and detaled description of the infrastructure issues that need to be considered to introduce nuclear power plants NG-G-3.1 Considerations to Launch a Nuclear Power Programme (GOV/INF/2007/2) Experience has shown that early attention to all the infrastructure issues can facilitate settlement of future issues and may significantly affect the successful introduction of nuclear power NG-T-3.2 Evaluation of the status of national nuclear infrastructure development TECDOC-1513 Evaluation of the status of national nuclear infrastructure development TECDOC-1522 Potential for Sharing Nuclear Power Infrastructure between Countries TECDOC-1555 Managing the First Nuclear Power Plant Project TECDOC-1501 Human resource issues related to an expanding nuclear power programme GS-R-1 Legal and governmental infrastructure for nuclear, radiation, radioactive waste and transport safety: requirements 3

4 EXPERIENCE IN MANAGING of early stages of NPP construction project specific projects – common difficulties  estimation of scale and complexity of tasks  estimation of timescales  significance of infrastructure role  infrastructure cost is not the cost of contract for NPP construction  development of all needed elements 4

5 EFFICIENT AND EFFECTIVE APPLICATION OF HUMAN RESOURCES EXPERIENCE IN HUMAN RESOURCES DEVELOPMENT – very long time required – quite expensive – might be considered as correlations with particular technologies staffing/organizationwork force planning recruitment/retention Critical influencing factors that have an impact on training and education: The nuclear energy sector is characterised by long time horizons, technical complexities and need for knowledgeable and technically competent staff required for safe operations 5 education/training

6 TRANING FOR BUSHEHR NPP JSC ASE meets its engagements on Iranian operational personnel training within the framework of contract on completion of Bushehr-1 NPP. The contract provides training of the Iranian personnel for independent operation of the 1st unit of Bushehr NPP after its start-up. JSC Atomtechenergo and JSC Atomtechexport are involved in the training process as main contractors. 6

7 The Iranian personnel enrolled for training has successfully mastered Russian language. Theoretical training has been conducted to the extent of more than 90 % from planned volume. Theoretical lessons and practical training were carried out at Novovoronezh NPP training center and Balakovskaya NPP, Russia. Volume of training conducted TRAINING FOR BUSHEHR NPP 7

9 Training process coordination Joint Russian-Iranian Committee has been established to assure proper and timely settlement of issues relevant to the training process. The Committee meets every quarter or when needed Issues relevant to the training process are also reviewed at working meetings held in Russia and Iran. Training programmes and schedules, which include planned stages of training, are usually developed TRAINING FOR BUSHEHR NPP 9

10 B uild -O wn -O perate Relevant Infrastructure Issues EXPERIENCE Scheme for infrastructure establishment A Build-Own-Operate contract provides the vendor an option to assist in development of infrastructure 10

11 11 Tender for construction of the first NPP in Turkey Main requierements: Unit capacity not less than 600 Mwt NPP capacity from 3 to 5 GWt Operational lifetime not less than 40 years Tender proposals – submitted to Turkish state company TETAS till 24 September 2008, technological part – reviewed by the Turkish Atomic Energy Authority /ТАЕК/ Vendor – to provide investments, construction and operation of NPP, Turkish state – licensing and guarantee for purchasing of generated electricity till 2030

12 The only proposal containing specific proposal as required by tender was submitted by the consortium: “Atomstroyexport”, “Inter RAO ES” and turkish company «Park Teknik Group» Priority of private financing on NPP project including elements of infrastructure No state guaranties for investments Tender for construction of the first NPP in Turkey 12

13 POTENTIAL FOR SHARING NUCLEAR POWER INFRASTRUCTURE BETWEEN COUNTRIES International Uranium Enrichment Centre (IUEC) in Angarsk IUEC has three prime objectives: Promote a wider use of nuclear energy worldwide including emerging nuclear energy countries Reduce the risk of nuclear proliferation Provide additional assurances of nuclear fuel supply to the IUEC member states. a logic development of the IAEA multilateral nuclear approaches (MNAs), and correlates well with activity in nuclear infrastructure development The burden of infrastructure can be reduced significantly if a country forms a sharing partnership with other countries. The sharing can be at regional or at multinational level Note: Russian enrichment technology know-how shall not be transferred to other IUEC shareholders IUEC shareholders benefits: significantly reducing infrastructure cost enhancing security of fuel supply proliferation resistance
