The Requirements have changed so dont assume you know them The Project must have Mutual Benefit Addresses real or perceived local issue that City Council, County Board or governing body will support Addresses Trunk Highway need/issue

The funding is NOT a Grant Mn/DOT Policy on Cooperative Construction Projects applies Most projects will require local participation in construction cost It is NOT a State Aid Project Mn/DOT Standards and Plan Format apply Mn/DOT Review and Program Timelines apply

Communicate-Communicate-Communicate Concept development and funding Proposal development Plan and Agreement development Plan and Specifications in Mn/DOT format Complete submittals of plans and supporting documents to meet timelines Materials Design Recommendations (MDR) Intersection Control Evaluations (ICE) Drainage Computations

Good/Early Public Involvement to ID issues and resolution of them Report to the Legislature on Mitigation of Transportation Construction Impacts www.dot.state.mn.us/businessimpacts/ Hear Every Voice Business Liaison Requirement Assess project for Substantial Business Impacts Designate a Business Liaison if there are Consultation with businesses on mitigation Provide information during design phase and construction Context Sensitive Solutions/Design

Acquisition of right of way/easements Documentation reviewed/approved by Mn/DOT Failure to acquire is a consistent reason for not meeting Fiscal Year Deadline. Aquire Early and consider all mechanisms at your disposal. Coordinate with Mn/DOT on purchase of access control at select locations Decisions based on sound data Information will be reviewed

Consistent with Mn/DOT Corridor and/or Transportation System Plan (TSP) Local Comprehensive Plan/Capital Improvement Plan (CIP) compliance Portion of a larger project/plan

Required for projects on the Interstate and National Highway System Basis is the Mn/DOT-FHWA Stewardship Plan Oversight = Mn/DOT and/or FHWA involvement in decisions and administration of projects Level of oversight is dependant upon the work and location May require payment to Mn/DOT for Construction Oversight

Need Identified by Local Government Unit (LGU) LGU works with Area Manager, Area Engineer, Corridor Studies Group and Cooperative Agreement Engineer on Preliminary Scope and Cost Participation Solicitation LGU finalizes proposal and prepares submittal package Submittal Submittal is routed for comment/id of needs or scoping Comments forwarded to LGU LGU refines and returns submittal Project Selection Funding and requirements accepted by LGU and project programmed by Mn/DOT

Early Coordination with Mn/DOT Area Staff and Functional Areas Satisfies one or more investment category/need Complete/Accurate Information Selection by Peers Partners in funding and support Compliance with planning documents/guidance

Cover Letter Geometric Layout Cost Estimate with cost splits Signed Resolution from Lead Agency One Page Summary Supporting Materials

General project information Need to address program investment categories Support Community Development Improve Safety Improve Mobility Maintain Existing Infrastructure (Preservation)

SUPPORT COMMUNITY DEVELOPMENT Community Development focuses on improvements that support and/or facilitate specific or regional development. This is primarily by providing safe and efficient access to support the economic viability of the development/community. FRONTAGE ROADS TURN LANES/BYPASS LANES INTERSECTION CONTROL CHANGES, All way stop, Signals/EVP, Roundabouts ACCESS REVISIONS/REDUCTION

IMPROVE SAFETY Safety focuses on managing the existing infrastructure and improving and/or preventing the deterioration of safety via roadway enhancements and capacity improvements. Generally lower cost and may be reactive and proactive. INTERSECTION CONTROL CHANGES, All way stop, Signals/EVP, Roundabouts TURN LANES/BYPASS LANES, Add Safety by providing refuge for turning vehicles and mobility by increasing throughput FRONTAGE ROADS ACCESS REDUCTION SIDEWALKS-TRAILS PEDESTRIAN BRIDGES/TUNNELS

IMPROVE MOBILTY Mobility focuses on strategic capacity improvements in highway and transit. It may facilitate the ultimate vision for a corridor such as conversion from an expressway to a freeway or capacity improvement by adding through lanes and/or bus lanes at strategic points and isolated improvements that remove trips from or improve throughput on the Trunk Highway. RECONSTRUCTION THROUGH LANE ADDITIONS FRONTAGE ROADS ACCESS REDUCTION TURN LANES/BYPASS LANES, Add Safety by providing refuge for turning vehicles and mobility by increasing throughput SIGNAL REVISIONS/COORDINATION PARK & RIDE LOTS AND BUS SHOULDERS

MAINTAIN EXISTING INFRASTRUCTURE (PRESERVATION) Preservation focuses on replacement or rehabilitation of existing infrastructure that is presently in poor condition and preservation of water quality. Projects may also address or eliminate future maintenance needs. BRIDGE AND DRAINAGE REPAIRS RESURFACING, Participation driven by local utility work will depend on existing surface condition SEWER SEPARATION/WATER QUALITY SIGNAL AND LIGHTING REPLACEMENT FRONTAGE ROADS (Jurisdictional Transfer)

Mn/DOT format recommended Level 1 work type requires a preliminary layout in Mn/DOT format with submittal Mn/DOT staff approved layout may be required Layouts are categorized in 3 levels depending on the work type/scope Mn/DOT staff approval can take 60-180 days so consider the investment up front if your schedule dictates

Total Project Cost Break out construction, engineering, right of way, etc. Identify contributions by partners and funding sources Funding sources may have rules that dictate different processes

Required from the lead agency Establishes LGU intent and commitment Supporting resolutions from partners/affected agencies recommended

Reasons for project, benefits and cost Address any opportunity to advance work/leverage local and/or private funding ID key issues you want to highlight for the selection committee

Traffic Study (as applicable) Approved ICE (as applicable) Environmental Studies or Documentation Office of Environmental Services Checklist Excerpts for Comprehensive Plans, Met Council Transportation Policy Plan, Mn/DOT/Metro Highway Investment Plan, etc.
