3  It was needed for the King to be able to keep the navy in full working order at all times.  The people who used to pay it were people on the coast because they were the ones who needed to make sure the navy was okay as they would be the first ones to be attacked.  But Charles made everyone pay this, even if they weren't on the coast.  The navy was perfectly fine at this time but he needed the money to fight the Scots who were rebelling as he angered them by bringing in a new English prayer book.
