2 Provost/VP for Academic Affairs: Two Roles “The traditional role of a vice president for academic affairs is to promote and maintain a distinctive academic vision. That means leading the intellectual community on the campus, playing the role of visionary, and, when necessary, defending lofty principles.” (Maghroori and Powers, 2007)

3 Provost/VP for Academic Affairs: Two Roles “The provost’s traditional role is to make sure that administrative and support operations run as they need to on a daily basis. The provost monitors those processes, resolves personnel matters, balances budgets, arbitrates demands for facilities, and oversees the marketing of business operations (such as revenue-generating performing-arts and sports events).” (Maghroori and Powers, 2007)

5 UND’s MIRA (Model for Incentive-Based Resource Allocation) will be a transparent and decentralized approach to budgeting that promotes outcomes valued by the University community and expressed in planning. Current approach in an incremental budget model based on the budget from the prior year.

6 Implementing the new budget model (MIRA) Guiding principles for MIRA: Aligns with University’s mission Clear link between resource allocation and strategic goals Incentives for promoting flexibility, efficiency, innovation and entrepreneurship Promote fiscal trust, responsibility, accountability and transparency Balances economic reality with simplicity

7 Implementing the new budget model (MIRA) In MIRA, college/school budgets are based on a formula that takes into consideration teaching and research activities, space and other operational factors, and our values for a higher education institution. When applied to revenue distribution, cost assessment, and UND’s values, the formula will provide transparency in the budgeting process. Successful implementation of MIRA will also facilitate funds set aside for the purpose of strategic investments.

9 Continuation of PTE work The Group has been examining PTE policies, practices, and procedures, identifying best practices, and developing options and recommendations to better align standards and expectations at all levels. The Group’s work already has contributed to: – improvements to the timeline and supporting process for promotion and tenure applications and review, – earlier communication among deans, chairs, and faculty pursuing P&T, and – an implementation process for the Essential Elements in all departmental guidelines stemming from the last faculty- led review in 2008.

10 Continuation of PTE work The Group’s goals for coming year include: – successful implementation of the Essential Elements in all departmental guidelines, – creation of a template that may be tailored for use by departments for tenure-track faculty hires, and – beginning the ambitious task of reviewing provisions of the Faculty Handbook related to PTE and recommending changes to increase clarity, transparency, consistency, fairness, equity, and quality for faculty and the entire academic enterprise.

12 Search for a Dean for the School of Graduate Studies Co-chairs – Debbie Storrs and Gwen Halaas Focus groups and forums this fall designed to discussed future ideas for the School of Graduate Studies and qualities for the new Dean Culminating in a selection process for committee members Then starting the actual search process

15 My Priorities Mentor the new Vice President for Research and Economic Development (Grant McGimpsey) and Dean of Libraries and Information Resources (Stephanie Walker) and support their activities and initiatives Deans’ reviews (two year reviews for Deans Storrs and Hill and five year review for Dean El- Rewini) Ombud’s search (chaired by Ryan Zerr and Cheri Williams)
