Government of Madhya Pradesh 19 SHGs Model for Implementation at School Levels In rural areas the women SHGs have been engaged at school level for over all implementation of the scheme. Priority has been given to SHGs of SC/ST, BPL & Mothers of Student studying in schools. Selection of SHGs by Gram Panchayat and appointment by CEO, Janpad Panchayat MoU signed with each SHG clearly defining their responsibilities Financial assistance from SGSY, & other related schemes for capacity building So for 79002 SHGs have been linked with MDM

Government of Madhya Pradesh 20 Partnership at school level or cluster of schools Preference given to agencies registered as Society/Cooperative Society/ Trust/ Company with relevant experience in the field of nutrition and education Responsibility of selection of NGOs - District Collector. NGO’s involved in centralized kitchen - Bhopal, Jabalpur, Indore – Nandi Foundation Ujjain – ISCON Gwalior, Katni & Khandwa – Akanksha Samagra Vikas Samiti. Partnership with NGOs

Government of Madhya Pradesh 21 Systems to ensure transparency and fairness Records & registers are maintained at the school level with respect to food grain received and utilized, which is regularly inspected & monitored by block and district level officers. Cooking cost is directly released in the account of SHGs./SMCs The cash book and purchase register are regularly maintained by the implementation agency at school level. Self Help Group (SHGs) or School Management committee - (SMCs) under supervision of Gram Panchayat is responsible for implementation of MDM at School level. They ensure transparency in their responsibilities.

Government of Madhya Pradesh 22 Continue….(2) Weekly menu, MDM logo & toll free number are displayed on school walls. Decentralized system has been adopted for procurement of cooking utensils. For construction of kitchen sheds, funds are being released to Gram Panchayat from district level. Supervision is done by Civil Engineers of Rural Engineering Service wing of Rural Development Department.

Government of Madhya Pradesh 23 Best practices followed in the state Mid Day meal is prepared under the able guidance of Antyodaya Card holders (ACH) Citizens. Attendance is provided to SHGs a day prior. Provision of tasting the meal by School Teachers before it is served to students. Mother roster has been prepared at school level for monitoring of the scheme by the mothers. Inspection register is at school level for taking corrective measures regarding the scheme. State has issued action protocol to address certain kind of complaints. Nagrik Toll free number 155343 established at State level for grievance redressal of districts. Any citizen of the state can register complaint on toll free number. 2229 complaints have been registered at State level. Out of which 2087 have been redressed till December, 2012.

Government of Madhya Pradesh 24 Steps taken to strengthen Monitoring Monthly Roster developed for District/Sub Divisional/Block level officers of concerned Depts for supervision in the schools - (submit report to Collector through CEO, ZP) Rigorous monitoring by Cluster Resource Coordinator (Jan Shikshak ) in their work area at lease once a month Review of reports by District & Block level Steering cum Monitoring Committee - corrective measures taken At district level 01 Task Manager and 02 Quality Monitor has been appointed for exclusive monitoring and they monitored in Schools at least 10 days in each month. Stronger monitoring is done by Gram sabha swasth Gram tadarth samiti. State has given strict instruction to district for Primary schools providing 3 Chapati or 4 puri with the prescribed 100 gram Foodgrains and 04 to 05 Chapati and 06 puri with the prescribed 150 gram foodgrains in Upper Primary Schools.

Government of Madhya Pradesh 25 Overall assessment and impact assessment & weakness of the programme The scheme has facilitated retention of students in the schools for a long a period. The scheme has played a crucial role in reducing school dropouts, especially among girls. Mid Day Meal scheme has played a significant role in bringing social equity.
