2 Purpose Uniform measure for graduation rate Strengthen school choice & supplemental services (tutoring) Increase accountability & transparency

3 Graduation Rate Four Year Adjusted Cohort Graduation Rate No exceptions for subgroups (unlike the NGA) –IEP & LEP –ALL subgroups must be considered for AYP Establish cohort with first year ninth graders –Change from our current focus on leavers Required written confirmation for removing student from cohort

4 Graduation Rate (cont.) Report Cards 2010-2011 AYP 2011-2012 Regulations to State Board by March 2010 Accountability Workbook revisions –Drives what state regs need to be revised & proposed Minimum n size considered Extended year rate considered

5 National Assessment of Educational Progress (NAEP) Requires states and districts to include most recent state-level results on report cards –Reading & Math –Grades 4 & 8 Participation Rates –IEP & LEP State Report Card must include disaggregated data for each subgroup Effective for 2008-2009 School Year

6 NAEP (cont.) Additional NAEP info –Grade 12 State Pilot What is a 12 th grade student? What do we do with results? –New achievement level cut scores for new science assessment

7 Accountability & Transparency Revision of Accountability Workbook –Minimum group size –Confidence Intervals –Performance Indices –Definition of full academic year Negotiations soon Peer review in time to implement 2009-2010 test results
