+ Purpose and principles “An independent, evidence-based assessment of results at country level and of the performance of [IHP+ Signatories] individually as well as collectively” Mandated by the IHP+ Global Compact and Ministerial Communiqué Based on principles of Transparency Participation Mutual Accountability Contributed to monitoring and follow up of coordination and partnerships process in countries in line with IHP+ expectations

+ Country Scorecards Simply communicate to a wide range of stakeholders Increase accessibility of IHP+ process and its achievements Rate progress against specific commitments in global/country compacts (CoC of Kenya) Show performance in supporting county processes Give an indication of public ratings for each partner

+ Process description Initial Scorecard presented to country from June IHP meeting Jointly record specific actions, based on commitments (in CoC) Apply measures & criteria for assessing actions Assess progress on Actions with Partners (again as in CoC) Conduct initial rating to produce Draft Scorecard Review Ratings with country to finalize scorecards Adjudication of objections (formal mechanism) Publish Finalised Scorecard

+ Process Timelines Jun/ Jul: Draft scorecards Aug: Key informant interviews with CoC partners Sept: Updating of data in scorecards, and AOP report Late Sept: Country reports finalised Oct: Country reports synthesised into global report 30 Oct: Draft report to SuRG Dec: Annual Report published Feb: Presented to Ministerial Review

+ Link to AOP 4 performance report Review of Governance, and partnership section Tool available to review progress with Code of Conduct adherence Need for independently conducted, but structured process to review CoC adherence in AOP 4 Process to develop annual score card would include review of CoC adherence Harmonization of both reviews ensures synergy in outputs, and reduces duplication Expectation: Use IHP annual review process to inform AOP 4 governance and partnership assessment
