UNAIDS Strategy Develop a new mission statement with measurable and time-bound objectives supported by a new strategic plan which reinforces UNAIDS in its political and advocacy roles and clarifies how the Joint Programme will position itself to re-focus support at regional and country level to reflect the epidemic context and country needs At its 25 th meeting (Dec’09), PCB requested UNAIDS to

Purpose of the Strategy Acts upon request from the PCB by setting an ambitious agenda for the global response Provides high level guidance to define the work of the Joint Programme to lead the response Builds on our new vision and mission – providing a pathway towards out long-term vision of getting to zero Guides development of the Unified Budget and Accountability Framework—the operational plan of the JP Lays the foundation for the JP’s engagement in the High Level Meeting on UNGASS in 2011 Responds to a changing world – the HIV response is at a pivotal juncture, we need to face threats and take advantage of opportunities Presents a transformative agenda to help break the trajectory and sustain support

Transformation agenda Focus – Directing resources to where they have most impact on the epidemic—to hotspots, interventions, countries Efficiency – Reducing unit cost, innovative delivery systems, involving communities, integrating services Partnership – Supporting renewed country ownership and south-south cooperation, engaging communities and emerging economies Enhancing mutual accountability and shared ownership through core themes People – inclusive responses to reach the most vulnerable, rights protected Countries – nationally owned sustainable responses Synergies – movements united, services integrated, efficiencies secured across MDGs Focus and efficiency to radically reduce new infections
