Section 3-1 The natural ability of each state to deal with individual issues that affect it was foreseen by the Founders. As described by Justice Louis D. Brandeis in a dissenting opinion of New State Ice Co. v. Liebmann (1932): “It is one of the happy incidents of the federal system that a single, courageous State may, if its citizens choose, serve as a laboratory, and try novel social and economic experiments without risk to the rest of the country.”

Checking for Understanding Industrial development bonds are bonds sold by state governments to help finance industries that have relocated or expanded within the state. Medicaid is a federal-state welfare program that provides money to the states to help people who cannot afford necessary medical services.
