VINARÒS The Valencian Community carries out duties with regard to water sanitation and treatment since the year 1986. RD 1871/85. In 1986 only 31% of the population had waste-water treatment. 70% of the installations did not properly work. Between the years 1986-1991, the percentage of population served reached 66%. Despite the efforts, there was a great structural deficit. 2 HISTORIC EVOLUTION

4 THE SANITATION FEE
13
13 Established by the Law 2/1992. It works as a tax. It guarantees the economical resources to finance the maintenance and operational costs of the EDAR (Sewage Treatment Plants). It charges the production of sewage, by means of the consumption. It affects both the consumption in public nets and in the own nets. There are two rates, one for domestic use (0,46 €/m 3 ) and one for industrial use (0,67 €/m 3 ). It represents 30% of the water invoice. 4 THE ICO TAX

II MASTER SANITATION PLAN (D197/2003) Mainly justified by two needs : - To adjust the water treatment to the new legal regulations. - To adapt the capacity of treatment to the current and future demands. The time horizon is 2001-2008. Expected investment of 1.054 M€. Covered population 99,98%. Investment 262 €/he. 5 CONSTRUCTION OF THE INSTALLATIONS

7 REUSE OF TREATED WATER
34
- In the II Master Sanitation Plan, the reuse of water represents 18,2% of the investment. - Aspects having an influence on the reuse of treated water: 1.Availability of resources. 2.Degree of quality. 3.Distance to the point of exploitation. 7 REUSE OF TREATED WATER
35
184 hm³/a directly reused (36%). The reuse of treated water in the Valencian Community is one of the most important in Spain. 225 hm³/a reused altogether (44%). At the end of 2010, we would be able to reuse350 hm³/a (68%). 7 REUSE OF TREATED WATER
