WARFIGHTER FOCUSED, GLOBALLY RESPONSIVE SUPPLY CHAIN LEADERSHIP 2 2 Background ADC 240 “DLMS Transactions for Stock Screening Request/Reply and Web-Enhanced Stock Screening Requests and Storage Quality Control Reports (SQCRs)” ADC 240 requires DLMS transaction to allow for electronic Stock Screening Requests (SSRs) & SQCRs (DLMS 842 transactions) Implementation between DLA EBS and DSS complete Intent for Military Services to incorporate procedures under DLMS modernization Delayed due to funding availability DLA provided funding to continue implementation ADC 240 established requirements for DAAS to convert DLMS formats for SSRs and SQCRs to email messages for users outside DLMS.

WARFIGHTER FOCUSED, GLOBALLY RESPONSIVE SUPPLY CHAIN LEADERSHIP 3 3 Military Services & non-DSS locations manually submit SSRs via email/fax to the storage activity (SA). If storage activity is a DLA Distribution Center, a DSS workflow is manually created. SA manually responds to SSR. SQCRs must be sent manually to Military Service & non- DSS locations from the SA. The storage activity creates the SQCR in DSS, copies and pastes the form into an email/fax and manually sends to the supply chain. The supply chain responds manually via email/fax. This manual process increases processing time and labor hours and provides no systemic traceability or metrics. Current Process

Will allow managers/owners to submit SSRs via WebSS to DSS and non-DSS storage activities. Will allow SQCRs to be electronically sent to managers/owners. 2 designated links for each application SAAR request (DD 2875) will be required for access

Other DSS locations will receive info only copy. *except for Type Inspection Code “P” WebSS will send info copies (except when SSR is generated in EBS). 2.System will generate workflow in DSS or other SA’s system 3.SA will perform stock screening and respond via DLMS transaction or WebSS. 4.Owner/manager will receive email notification of response in WebSS.

SQCR will pass through WebSQCR 2.Non-DSS locations will submit via WebSQCR. 3.Owner/Manager will receive email notification to reply via WebSQCR or will receive DLMS SQCR Transaction. 4.Includes interim reply capabilities (Transaction Set Purpose Code 11)

Incomplete records will be maintained for 14 days. SR Coordinators to provide emails for owner/manager and non-DSS SA RICs that are not DLMS-capable. DLA TS will maintain routing table for email distribution. Unroutable documents will be rejected back to originator. WebSS & WebSQCR will provide capability to query reports. WebSS will require requestor to identify if a receipt restriction is needed. If needed, option to provide an expiration date. PDC 1045: Requested changes

WARFIGHTER FOCUSED, GLOBALLY RESPONSIVE SUPPLY CHAIN LEADERSHIP 10 WARFIGHTER FOCUSED, GLOBALLY RESPONSIVE SUPPLY CHAIN LEADERSHIP 10 A follow-up transaction (Transaction Set Purpose Code 45) created from DSS if SQCR is not answered or doesn’t provide actionable disposition with the following time standards: 1 st follow-up prepared 56 days after SQCR is created 2 nd follow-up prepared 31 days after 1 st follow-up, and 3 rd follow-up prepared 31 days after 2 nd follow-up. If SQCR not answered after 3 rd follow-up, off-line communications should continue until disposition received. PDC 1045: Follow-up transaction

Owners may submit SSRs for Type Inspection Code “P” only –For all other Type Inspection Codes, owners must coordinate with materiel managers to request screening of stock. Type Inspection Codes

Upon implementation of WebSS and WebSQCR, DLA Distribution will no longer accept emails/phone calls/faxes for new SSRs or SQCR replies. PDC 1045
