2 In eCPIC, the Consolidated Business Case (CBC) functionality can be used to create parent/child relationships between investments. Child investments can be linked to a parent investment and each child investment can be managed separately. Many tables in eCPIC allow for data aggregation, combining values from the children into the parent. This CBC functionality allows for streamlined investment editing and can ultimately make it easier for agencies to manage the data of their investments. CBC Background eCPIC supports multiple levels of CBC relationships. Investments can have children, grandchildren, and great grandchildren. Data can be “rolled up” from one level to the next. 4 Initiating CBCs To initiate a CBC, create a new investment by clicking the New Investment icon, or navigate to an existing investment that will serve as the parent investment. In the Initiative Definition section, select Yes to the question, “Is this investment a consolidated business case?” eCPIC Tip: Only system administrators can initiate a CBC relationship on an existing investment. Users with “Create” investment rights will be able to create consolidated business cases by creating a new investment to be the parent. eCPIC Tip: Only system administrators can initiate a CBC relationship on an existing investment. 5 Initiating CBCs When you select Yes, the pop-up message below will appear. This message warns you of the changes that will occur if a CBC relationship is initiated or deactivated. If a CBC relationship is being initiated: Lifecycle Costs, FTE, and the Funding Sources tables will be zeroed out and become read-only for this investment. These tables will automatically populate with data from the children once children are selected. If a CBC relationship is being deactivated: The linkage between parent and child investments will be broken. Data previously rolled up will remain in the parent investment. To commit this change, select OK in the pop-up window, then click or to confirm your selection.

6 Initiating CBCs: Adding Child Investments To assign child investments to a parent, select the Manage Umbrella icon in the top toolbar from within the parent investment. The Manage Consolidated Business Cases screen will appear. By default, the ‘View Investments’ tab will be displayed. This page will be blank when first creating a parent investment, however, once investments have been added, this page will show a listing of the investments that are assigned as children of this investment. To assign child investments to a parent investment, click the Select Child Investments tab. eCPIC Tip: The Manage Umbrella icon will only appear for investments in CBC relationships.

7 Initiating CBCs: Adding Child Investments The Select Child Investments tab will display investments that are accessible to the user and are in the same template as the parent. Check the boxes for investments that will be assigned as children. Uncheck the boxes that will be removed as children. Once the desired investments have been checked, click to confirm your selections. Once this is saved, the parent/child relationships have been created and the CBC is initiated. To view all selected child investments, click View Child Investments tab. To go back to the parent investment, click.

9 Managing CBCs In the Investments Module, the Investments List displays whether or not an investment is a Consolidated Business Case. The Consolidated Business Case column displays if an investment is a parent, a child, or both. Consolidated Business Case

10 Managing CBCs Selecting the Parent, Child, or Parent/Child link in the Consolidated Business Case column will display the investment’s relationships.

12 Roll ups occur either automatically or manually, allowing certain data tables in CBC investments to be combined. Based on the type of data that is collected, different tables in eCPIC handle data aggregation differently. Financial tables create summations of child data, whereas line-item tables aggregate child data. 14 Automatic CBC Roll Ups The following tables will automatically roll up data from child investments: Lifecycle Costs Table FTE Table Funding Sources Table When data is inputted into these fields at the child level, it will instantly be updated in the corresponding table at the parent level.

15 Automatic CBC Roll Ups Tables with automatic roll ups are read-only at the parent level and editable at the child level. When child data is updated, the parent is updated automatically. Grey text Note: Grey text indicates read-only values since these are roll ups from their children investments.

17 Line-item tables can be aggregated using the manual roll up functionality. In the example, “Child Investment 1” is being populated with data that is rolled up from its children, “Grandchild Investment 1” and “Grandchild Investment 2. “ Data in “Child Investment 1” can then be added, removed, or edited. In this example, item C has been removed (-C) and items L and M have been added (+L and +M). Once the desired information is in “Child Investment 1”, this data, along with the data in “Child Investment 2”, can be rolled up into the parent investment. Data can only be rolled up from one level to the next. Therefore, a parent investment cannot roll up data directly from its grandchildren.

19 Manual CBC Roll Ups In order to manually roll up data in a parent investment, select the Import Child Data icon in the top, right corner of the table. Select OK to import data from all child investments into this table. This will overwrite all existing data in the table. Select Cancel to return to the table without modifying any of the data. On import, the data table will be updated with the aggregation of the rows from each of the child investments. These changes will be automatically saved upon import. When this is selected, the following confirmation message will be displayed:

24 CBC Double Counting Although it is important to be mindful of double counting, eCPIC has a safeguard in place to ensure that data is not counted twice. In the Portfolios Module or the OMB Submission Module, agency administrators can add these CBC investments into a portfolio or submission package in order to utilize the double counting functionality. On the top-row toolbar, select the icon, which will open a pop-up window that will identify any double counting situations.
