Background of the meeting 27 April onward NNC circulated a first draft of the framework (many thanks to Dr. Anthony Calibo of DOH) and requested for comments NNC continued to enhance the concept note, also integrated suggestions from DSWD and ECCD NNC also developed its new spending proposal

RA 10410 Early Years Act The State shall institutionalize a National System for Early Childhood Care and Development (ECCD)... (Section 2) Early Childhood Care and Development (ECCD) System shall refer to the full range of health, nutrition, early education and social services development programs that provide for the basic holistic needs of young children from age zero (0) to four (4) years; and to promote their optimum growth and development. (Section 4)

Objectives To reduce mortality and morbidity rates among children 0-23 months old To reduce the prevalence of stunting and wasting among children 0-23 months old To increase the percentage of children 0-23 months old meeting developmental milestones

One full-time staff/province Coordinate, provide staff support, and implement ECCD IP/First 1000 Days/Nutrition activities in the province that include but are not limited to: Consultative meetings, planning, monitoring and evaluation of activities at the provincial level Orientation sessions on the ECCD Intervention Package to participating municipalities, partners and stakeholders on ECCD IP at regional, provincial and municipal levels Trainings on the nutrition component of the ECCD IP/First 1000 Days Mentoring of nutrition and related workers at various levels

One full-time staff/province Advocate for mainstreaming of the ECCD Intervention Package in all Annual Work Plans and Medium-Term Investment Plans. Assist in coordination of implementation of ECCD IP activities at LGU level under the guidance of NNC.
