1 Cold Spring Canyon Bridge Proposed Suicide Barrier Project Information Meeting & Open House Sara von Schwind Caltrans Project Manager

2 Design Considerations In addition to its primary function, the solution must accomplish the following: Solve engineering and related requirements:  Provide an effective “restriction of means”. Barrier minimum 6 feet in height. Top of barrier curves inward. Barrier components (such as pickets) are a maximum 6 to 8 inches apart. Barrier covers the entire bridge span without providing accessible areas.  Stay within wind load tolerances.  Not exceed maximum weight loads.  Construct secure connection of new system to existing structure. Enhance Safety for: §Rescue personnel §Law enforcement personnel §Maintenance workers §Construction workers §Vehicle occupants §Bicyclists

3 Design Considerations In addition to its primary function, the solution must accomplish the following: Preserve an Historic Resource  The Cold Spring Canyon Bridge appears to be eligible for listing in the National Register of Historic Places (pending concurrence from the State Office of Historic Preservation).  Design recognizes or complements the character-defining features. Complement Aesthetics:  Highway 154 is a designated State Scenic Highway.  Views to the bridge from off-site vantage points must be considered.  Vistas from the bridge deck and the roadway must be considered.  The design must maintain view transparency to the greatest extent possible.  Reduce the potential for a “walled-in” perception on the bridge deck.

4 Environmental Studies are Underway The environmental document will be available for comments in the Summer of 2008. We are studying: Visual ImpactsCultural Resources BiologyHazardous Waste Air and Water Quality Noise

5 Project Schedule and Cost §Spring 2008 - Environmental Studies complete §Summer 2008 - Draft Environmental Document initial public circulation and public meeting §Late Fall 2008 - Department of Transportation Project Approval and Final Environmental Document §Fall 2009 - Plans, Specifications and Estimates (Design Phase) §Late Fall 2009 - Ready to List (Project out for bid) §Summer of 2010 – Construction Project Construction Cost: Estimated $605,000

6 What’s Next?  Complete the required environmental studies. The environmental process allows Caltrans to identify potential impacts and determine ways to avoid or reduce them.  Refine proposed alternatives and create designs.

7 What is there for you to review? Your opinion is important. Based on what you see and hear tonight, please offer your initial comments. You can review and comment on the environmental document for the proposed project when it is approved for public circulation.

8 Your Comments are Important There are five ways you can provide input regarding this project:  Written comments can be placed in the comment box §The Court Reporter is available to transcribe your comments §Written comments can be mailed to: John Luchetta Senior Environmental Planner Department of Transportation 50 Higuera St San Luis Obispo, CA 93401 §Emailed to Caltrans: John_luchetta@dot.ca.gov §Or you can call John Luchetta at (805) 549-3493. (Please submit comments by August 8, 2007)
